Secretary-General of the China Scholarship Council
Ms. Zhang Xiuqin was born in 1955. She studied at Durham University, England for three years since 1978 as an exchange student on Chinese government scholarship. In 1986, she was awarded a British Council scholarship and got her Master Degree of Education Administration from Leeds University, UK.
Ms. Zhang started her career in international education exchange in 1981 with the Department of Study Abroad, Ministry of Education of China.
In 1988, she served as the Third Secretary (education) at the Chinese Embassy in Washington DC. From 1995 to 1998, she was the Counsellor for Education in the Consulate General of the People Republic of China in Toronto.
Ms. Zhang Xiuqin was appointed Secretary-General of China Scholarship Council in 2004 after serving as the Deputy Director-General of the Department of International Cooperation and Exchanges, Ministry of
Education for six years.
