    1 Background

    This document describes the proposed extended transport process model for UBL 2.0.

    The document is the result of discussion among various e-transport groups in different area:

    OASIS UBL Transportation Subcommittee,

    Digital Trade and Transportation Network (DTTN), Government of HKSAR,

    Centre for E-Commerce Infrastructure Development (CECID), HKSAR,

    CrimsonLogic Pte Ltd,

    US Department of Transport (USDOT)

It also incorporates ideas and comments from:

2 Use Case Model

    2.1 Combined Use Case

    The following diagram is the combined use cases of the UBL 2.0 transportation processes. It presents an overview picture of how the transportation processes couple with other processes such as the procurement, payment process to complete the whole business scenario. The indivdual transportation process will be elaborated in the following sections.

    2.2 Initiate Transport Services

    This use case defines the ordering of logistical services for international trade. With receipt of an order and acknowledgement by the Consignor that the goods are available and ready to be shipped, the Consignor initiates the transportation arrangements. This includes booking the consignment with a Transportation Provider such as the Freight Forwarder or the Carrier and advising the Delivery Party of the arrangements as needed.

    It should be noted that this use case does not cover the regulatory notifications such as Customs declarations or the arrangements for the physical movement of goods.

    2.3 Certification of Origin of Goods

    A Certificate of Origin (CO) is a document, required by foreign governments, declaring that goods in a particular international shipment are of a certain origin. It is the responsibility of the Exporter to sign the Certificate of Origin document and apply it to a local chamber of commerce or any designated government agency/board, i.e. the Endorser and Issuer of the Certificate of Origin. The Endorser must have access to the other documents like commercial invoice, Bill of Lading etc. in order to verify that the Exporter claims the goods originated in that country. Finally, the issued Certificate of Origin is received by the Importer.

This use case represents the billing process between the Consignor and the Freight Forwarder

    through the use of credit note or debit note documents. It should be noted that this use case does not

    cover the actual payment transfer from the Consignor to the Freight Forwarder.

3 Party definitions

In UBL a party is defined as “an individual, a group or a body having a role in a business function”.

    In the transport process model there will be three business functions, namely the Initiate Transport Services Process,the Certification of Origin of Goods Process and the Freight Billing Process . These involve roles which may be provided by different parties.

    The following table contains a description of the proposed roles for parties.

    Note: The concept of Despatch Party and Delivery Party as mentioned in the combined UBL Use Case is decoupled from this transport process. In other words, whether the Consignor in transport process is actually equal to the Despatch Party or Seller in procurement depends on different business cases.

4 Process model

    The following sections describe each process in more details.

Note that these are indicative and demonstrative examples only and are not mandatory processes for

    the use of these documents.

    These processes provide a context for the use of the documents required. 4.1 Initiate Transport Services Process

    The party acting the role of Consignor initiates the process of delivery. There are four types of
