    AND ZONING BY-LAW

    The Town of Grand Bay-Westfield is interested in receiving proposals from qualified planning consultants for the preparation of a Municipal Plan By-law and Zoning By-law for our community.

    The Town is seeking a qualified planning consultant to review the existing Municipal Plan By-law and associated planning by-laws, (zoning, subdivision, building, etc.), to conduct interviews and/or surveys with various Stakeholder Groups, Town Administration, Council, the Town Planning Advisory Committee, and other interested groups, and to present the Municipal Plan By-law and Zoning By-law to the public throughout the approval process.

    Proposal information including plans, by-laws, and tender forms may be picked up at the Municipal Office, 609 River Valley Drive.

    Proposals addressed to Sandra Gautreau, Town Manager, Town of Grand Bay-Westfield, PO Box 3001, Grand Bay-Westfield, NB E5K 4V3, identified on the envelope as “Proposal for Preparation of a Municipal Plan By-law and

    Zoning By-law Town of Grand Bay-Westfield”, will be received until closing time, 4:00 pm, Friday September 29, 2000. Proposals must be clearly marked with the closing date and time on the outside of the envelope.

    Proposals will be opened publicly immediately following the closing time in the Board Room of the Grand Bay-Westfield Centrum, 609 River Valley Drive, Grand Bay-Westfield, NB.

Proposal Document (Includes Plans, By-laws & Tender Forms)

    The Town of Grand Bay-Westfield is requesting proposals from qualified planning consultants for the preparation of a Municipal Plan By-law and Zoning By-law for our community.

    The new Town of Grand Bay-Westfield was formed on January 1, 1998 with the amalgamation of the former Town of Grand Bay and the former Village of Westfield. It comprises a population of approximately 4,880 with 1,775 households. The Town covers an area of roughly 6000 hectares and has 48 kilometres of municipal roads and 33 kilometres of provincial roads.

    The community is primarily residential, consisting of single and two-family dwellings, in both urban and rural areas. There are some multi-family units as well as one mobile home park. The additional zone classifications include light industrial, central commercial, institutional, park, recreational- residential, green belt, gravel pit and environmental protection areas.

    The study leading up to the preparation of a new Municipal Plan By-law will require the review of the existing Municipal Plan By-law and associated planning by-laws. A new municipal plan document pursuant to Section 23 and other relevant sections of the Community Planning Act of the Province of

    New Brunswick, will encompass the current and future land use characteristics and reflect the needs of the enlarged community. The new Municipal Plan By-law will be established in concert with recommendations for specific changes that will be required to the existing planning by-laws. The new Zoning By-law will be established in concert with the new municipal plan and incorporate all specific recommendations for changes to the existing draft By-law #215.

    The selected consultant will be required to conduct interviews and/or surveys with various stakeholder groups, such as developers, business community leaders and other various interest groups. Input must be sought from Town Administration, Council and the Town Planning Advisory Committee, as well as other Committees of Council. The consultant will be expected to present the Municipal Plan By-law and Zoning By-law to the public for its input throughout the approval process meeting all legal requirements of the Act.

    The preparation of the Municipal Plan By-law shall be based on, but not be limited to the following studies:

    1. identify land use patterns to ensure sufficient land is available for the

    various uses;

2. identify topographical and/or environmental constraints;

    3. identify improvements for the road network, with recommendations on

    improving both the vehicle and pedestrian traffic flow in the network;

    4. examine existing municipal services, including sewer, protective services

    and recreational facilities, identifying future needs and areas for

    improvements;

    5. recommend improvement of the economic base of the Town, based on

    examination of existing commercial, industrial, home occupation and

    tourism services;

    6. survey the existing land use and land supply, giving consideration to cost

    of servicing, land use conflict and land supply, the report will establish

    zones for the future of undeveloped land;

    7. examine the population by using trends and latest census figures to

    predict demographics over a 10 to 15 year period; and

    8. survey housing stock by type and condition, with recommendations for

    future needs to accommodate various groups, such as senior citizens,

    single parent families, first time homeowners, etc.

    The Municipal Plan By-law shall contain policy and proposal statements in accordance with section 27 of the Community Planning Act and in

    conjunction with the above noted studies and the 5 year capital budget, including but not be limited to the following:

i) development and use of land in the municipality;

    ii) the conservation and improvement of the physical environment; iii) the control and abatement of all forms of pollution of the natural

    environment;

    iv) the development of communication, utility, and transportation systems; v) the reservation and projected use of land for municipal purposes; vi) the provision of municipal services and facilities, including:

    a sewerage collection, treatment and disposal,

    b. water supply and distribution,

    c. garbage disposal,

    d. education and cultural institutions,

    e. recreational facilities, parks, playgrounds and other public open

    spaces,

    f. fire and police facilities,

    g. cemeteries and crematoria,

    h. urban renewal,

    i. housing,

    j. preservation of buildings and sites of historical interest, and

    k. facilities for the provision of health and social services;

    vii) the co-ordination of programs of the Council relating to the economic,

    social and physical development of the municipality.

    The proposal submitted by each proposer shall be bound on A4 (8 ?” x 11”) paper. The text shall be single spaced and printed on one side of the page only, with 2.5 cm. margins at the top, bottom and sides. The font shall be no smaller than 12 point. In order to provide opportunity for a consistent evaluation, each proposer’s submission should follow the format outlined as

    closely as possible:

1) cover letter (1 page maximum);

    2) table of contents;

    3) proposal information, methodology and approach (20 page maximum); 4) proposed cost structure, including information on additional fees, per

    diems, rates, etc;

    5) attachments, references, résumés.

    It is necessary, however, to ensure that your proposal provides information on the following:

    1) description of approaches and methodology, sources of information and

    types of surveys to be carried out;

    2) an outline of the study process, including proposed schedule for the work

    and completion date;

    3) details on how the public will be involved, including the number of public

    meetings;

    4) cost information should include estimate of all costs (exclusive of H.S.T.)

    including advertising, public meetings, printing, and all other incidentals

    associated with the project including registering plan in Registry office

    after Minister’s approval; and

    5) general information on your firm and its experience with municipalities,

    and in particular preparation of municipal plan by-laws; details on the

    staff who will be assigned to work on the town project, including their

    experience and roles in the review.

    Twenty (20) copies of the draft report and twenty-five (25) copies of the final report will be required.

    The Town requests six (6) signed copies of your proposal, along with the attached waiver, for the preparation of the Municipal Plan By-law and Zoning By-law and they must be submitted by 4:00 pm, Friday September 29, 2000.

    Copies of by-laws or plans not listed are available at the Town Office upon payment of a nominal photocopying charge. Appendices “A”, “B” & “C” provide a list of all existing by-laws from the two former communities and a list of new by-laws adopted by the Town of Grand Bay-Westfield.

    Immediately following the closing time, proposals will be publicly opened in the Grand Bay-Westfield Centrum Building. Only the names and addresses of the proponents will be made public at that time. No other information about the proposals will be disclosed until after an award, if any, has been made.

    The Town of Grand Bay-Westfield does not, by virtue of this proposal call, commit to an award of this proposal, nor does the Town limit itself to accepting the lowest price or any proposal submitted, but reserves the right to award this proposal in any manner deemed to be in the Town’s best interest.
