    Premises, Mumbai - 400 051- Quotation

    I] SIDBI (hereinafter referred to as 'the Bank') invites quotations from EMPANNELED CONTRACTOR (ABOVE 10 LACS CATEGORY) in the enclosed

    proforma for the captioned work for its office premises at BKC, Mumbai. Details of work to be undertaken are given below.

    II] Broad terms and conditions of the contract shall be as under:

    1. The Contractor shall visit the sites before quoting for the work. The detailed

    address of the work site is as below:

Scope of work

    1. The scope of work includes Supply, erection & fixing of MS Structural Fencing, Electrical Operated Sliding Gates (02 nos.) & Rolling Shutter at entrance of basement at SIDBI, SME Development Centre, BKC Office Premises, Mumbai - 400 051

    2. The Contractor shall execute the work broadly as per the CPWD

    specifications (latest). He shall provide everything necessary for the proper

    execution of the work according to the true intent and meaning of the

    specifications and schedule of quantities taken together. If the Contractor finds

    any discrepancy in the specifications, schedule of quantities and the actual work

    to be taken up, he shall immediately refer the same to the Bank, who shall decide

    in the matter, and whose decision shall be final and binding on all parties.

    3. All material and workmanship shall be of the respective kinds specified in the

    Schedule of quantities and/ or specification and in accordance with the

    instructions of the Bank. All the materials used shall be conforming to IS Codes.

    The Contractor, shall, upon the request of the Bank, furnish to them all invoices,

    accounts, receipts and other vouchers to prove that the materials comply with the

    specifications. The Contractor shall at his own cost arrange for or carry out any test of any materials which the Bank may require. The Contractor shall submit/prepare the samples of various materials for approval to the Bank before use. In case the quality of work is not as per specifications, the Bank reserves the right to devalue or reject the same.

    4. The Contractor shall at his own cost, set out the works accurately in accordance with the directions and to the complete satisfaction of the Bank. He shall be solely responsible for the true and perfect setting out of the works and for the correctness of the position, levels, dimensions and alignment of all parts thereof. If at anytime any error shall appear during the progress or on completion of any part of the work, the Contractor shall at his own cost rectify such error if called upon to the satisfaction of the Bank.

    5. Any defect or other faults which may appear within the Defect Liability Period of 12 months after the virtual completion of the work, the responsibility for making good at their own cost of the defects becoming apparent during this period, will rest entirely with the Contractor and the Contractor shall upon the direction of the Bank, and within such reasonable time as shall be specified therein, rectify and make good all the defects at his cost. In case of default by the Contractor, the Bank may employ and pay other persons to rectify and make good such defects, or other faults, and all damages, loss and expenses consequent thereon or incidental thereto shall be made good and borne by the Contractor and such damage, loss and expenses shall be recoverable from him. Further, the Bank will have right to adjust the said expenditure from the retention money deposit (RMD).

    6. The Bank reserves the right to increase/decrease the quantity of work upto any extent and the Contractor shall be paid as per the agreed quoted rate for the actual quantity of work executed. No increase in rate shall be considered on this account.

    7. The entire work shall be carried out during day time and shall be completed within a stipulated period of 60 days. Date of commencement will be considered

    as the date of work order or handing over of the site by the Bank whichever is earlier. In case of delay a penalty @ Rs.1000/- per day shall be charged. The Bank reserves the right to terminate the contract and forfeit the Retention Money Deposit in case contractor does not perform satisfactorily.

    8. The work included in the contract shall be executed by the Contractor and the Contractor shall not directly or indirectly transfer, assign or sublet the contract or any part thereof or interest therein, nor shall take a new partner, without the written consent of the Bank and no undertaking shall relieve, the Contractor from the full and entire responsibility of the contract or from active superintendence of the work during its progress.

    9. The Contractor shall fulfill all conditions and requirements in accordance with all relevant statutory Acts or any other Acts, enactment's relevant thereto and

    rules framed there under, including regulations and bye-laws of any local authority and of any water / lighting supply companies / authorities etc. 10. The Contractor shall supply, fix, and maintain at his cost during the execution of any work, all necessary centering, scaffolding, staging, timbering, watch and ward and lighting by night as well as by day required for proper execution and protection of public and safety of any adjacent street, walls, property and other erections, matters or things including his own labours and materials. 11. The Contractor shall ensure safety of workers and materials used for the work and keep them and the material insured at his cost till the completion of the work. The Bank will not be liable for any compensation in this regard.

    12. The prices (rates) quoted shall include charges for all materials, labour, cleaning and protection, transportation, transit insurance, installation charges, taxes, octroi, profit etc. Prices quoted shall remain firm and no extra payment will be made for any reason. As this being an item rate Contract, the quantities of an item may vary. The Contractor shall not be paid any increase in rate for such variations.

    13. EMD of Rs.28,000/- is payable along-with the tender by demand draft / pay order to be drawn in favour of SIDBI payable at Mumbai.

    14. Value of running account bill for the work executed should not be less than Rs.50,000.00. The bill shall be settled in 7 working days.

    15. Tax Deduction at Source (TDS) shall be made towards Income Tax, Work Contract Tax etc. from the bills of the Contractor as per the prevailing rules/rates.

    16. All taxes, including Sales Tax or any other tax on material or on finished works like Work's Contract Tax, Turn Over Tax, Service tax, etc., in respect of this contract shall be payable by the Contractor and the Bank will not entertain any claims whatsoever in this respect.

    17. Retention money @5% of each bill value will be deducted. The total RMD shall be 5% of contract value inclusive of EMD. EMD shall be refunded after satisfactory completion of defects liability period of 12 months. 18. The Bank shall not be bound to accept the lowest tender and reserves the right to reject any or all of the tenders without assigning any reasons thereof. 19. The Bank is not bound to supply power / water for carrying out the work. The Contractor shall make his own arrangement for the same. However, no charges for electricity and water used by the contractor for the work shall be recovered by the Bank.

    20. As the work is to be done in the flats which are already occupied, the Contractor shall take care of the property of the tenants / the Bank. The Contractor is also required to clean the stains. In case of any damage/lapse, suitable amount as decided by the Bank shall be recovered from the Contractor. 21. The Contractor & his workers shall maintain necessary

    decorum/discipline while carrying out the work. Any indecent behavior with the occupants of the flat shall not be tolerated & stern action shall be taken for the same.

    22. The Contractor shall provide and maintain at site, all measuring instruments, including steel tape at all times for the use of the bank. 23. Contractor shall not execute any extra item of work without written approval from the Bank. For the extra items approved by the Bank, the contractor shall charge for actual cost of material, labour, taxes and 10% towards profit/overheads and submit necessary proof (supporting voucher/bills/receipt) for the same.

    24. All the offers shall be valid for a minimum period of six months from date of

    submission.

    25. Acceptance of the above terms and conditions in sealed Envelope along with priced offers (Annexure) may be submitted to the Dy. General Manager

    (Premises), SIDBI, SME Development Centre, Bandra Kurla Complex, Bandra (E), Mumbai-400 051, on or before December 12, 2008 upto 3.00 P.M. The Envelope will be opened on the same day at 03.30 pm at the same place (at SIDBI) in the presence of the bidders or their authorised representatives. Incomplete / conditional offers are liable for rejection.

    26. In case of any queries, the Contractors may get in touch with the Premises Department, SIDBI, before submission of the offer.

NOTE-III :

    a) Contractor has to produce steel certificate and tested from any authorized laboratory.

    b) Contractor have to arrange for required welding sets, welding equipments, electrodes, etc, for the work. The rate quoted is deemed to further same.

    NOTE-IV : Warranty : The firm has to give a minimum of one year against any manufacturing defects for the mechanised system and its operation .

Technical Specification:

    1. General

    During execution of the job, it is very essential that proper and adequate inspection should be made constantly by the contractor to maintain quality of workmanship and to ensure that deviations from SIDBI’s requirement not exceed the permissible limits, which shall be approved by SIDBI. The contractor shall submit test reports of all materials being

    procured by them for the job and also offer for inspection by SIDBI. All the testing charges shall be borne by the contractor. SIDBI shall carry out the inspection of quality of

    material being purchased/arranged, quality/composition of materials used during construction work and workmanship. Decision of SIDBI shall be binding on the contractor. Contractor shall furnish the manufacturers test certificate for the steel, motor, electrical equipments procured by them. Apart from this any field test shall be arranged by contractor for any materials either at site or near by Field Quality Lab. approved by SIDBI if so desired by SIDBI. All the expenses in these regards shall be borne by contractor.

    Contractor shall procure iron reinforced/ structural steel & electrical equipments from reputed manufacturer & approval for the same shall be obtained from SIDBI well in advance before ordering for the materials.

2. Bad Workmanship

    SIDBI shall, during the progress of the works, have power to order the removal within such reasonable time or times as may be specified in the order, of any materials which in his opinion are not in accordance with the specifications or his instructions; the substitution by proper materials; and the removal and proper re-execution of any work executed with materials or workmanship not in accordance with the drawings, specifications or instructions, and the Contractor shall forthwith carry out such order at his own cost.

    In case of default on the part of the Contractor to carry out such order, the SIDBI shall have power to employ and pay other persons to carry out such work and all expenses consequent thereon or incidental thereto shall be borne by the Contractor and shall be recoverable from him or may be deducted from any monies due or that may become due to him.

    3. The contractor shall visit the site and ascertain the local conditions, entry and traffic restrictions, all obstructions in the area and also ascertain all site conditions and particularly the building structure conditions etc. The contractor shall carry out the survey to study the properties of soil/sub soil like strength to withstand the weight of structure during all weather conditions without sinking of foundation. If any of such defects like cracks, sinking of foundation etc. occur after completion of work till the performance guarantee period, it shall

    be rectified by contractor free of cost including the supply of materials required. No claim shall be entertained on this account under any circumstances from the contractor. 4. The contractor shall take adequate precautions to ensure complete safety and prevention of accidents at site. The safety precautions shall conform to IS codes wherever applicable. 5. The contractor shall level the site in accordance with the sequence of earth leveling to maintain the proper gradient as per the instruction of SIDBI; as soon as construction activity is over. Payment towards this shall be released as per the relevant items available in B.O.Q. 6. The work though not specifically mentioned either in the drawings or in the tender specification but are needed to complete the work as per site requirement & instruction of SIDBI are also in the scope of this contract & to be erected to the entire satisfaction, for which the payment shall be released as per the respective item rate of Rate Schedule. If

    the item is not available in the rate schedule the rate shall be derived as per CPWD rate schedule latest version.

    7. The contractor shall provide and maintain at his own cost all T & P for carry out the work. The T & P shall be for fabrication of the structures and for the purpose of erection of shutter, gate, fence etc complete.

    Fencing work

    MS Structural Fencing

    The fencing shall be with ISLC 200x75mm and 50mm sq. solid bar of Vertical of 4’ Ht, at equal interval of 14’ centre to centre, to be welded with horizontal frame of 30mm hollow square bat with 20mm sq hollow bar of 11 nos. in side and connected to 40mm hollow sq bar to Verticals (above existing brick boundary wall) as per drawing and instructed by SIDBI.. The design of fencing shall be as per existing design of south side of premises. Sliding Gate with electrically operated Motorized system:

Electrical Installations

    General

    1. The electrical installation shall generally be carried out in conformity with the requirements of the Indian electricity act, 1910 as amended up to date and the Indian electricity rules, 1956 framed there under and also the relevant regulations of the electric supply authority concerned as well as IS: 732-1963 (revised).

    2. Good workmanship is an essential requirement for compliance with the rules in the code. The work shall be carried out under the direct supervision of a person holding a valid certificate of competency issued by the state government concerned for the type of work involved.

    3. All out door/external electrical fittings including motors shall have weatherproof fittings of design approved by SIDBI so as to effectively prevent the admission of moisture. 4. The distribution fuse boards shall be located as near as possible to the center of the load they are intended to control.

    5. All main switches shall be of metal clad enclosed pattern, which shall be fixed at close proximity to the point of entry of supply.

    6. Main and branch distribution boards shall be in accordance with Indian standard 732-1963 "code of practice for electrical wiring installation".

    7. PVC conduit wiring system should be adopted through out and all conduit pipes/channel shall be conforming to latest IS. Wiring shall be concealed type for CM’s room, Conference hall & computer room.

    8. Approved and good quality copper wire with adequate current carrying capacity/voltage rating with proper insulation as per IS should be used for the entire electrical wiring/installation.

    9. The service connection from outside mains to the switchboard inside the building shall also be carried out by the contractor

    Earthing

    1. All earthing system shall be in accordance with IS: 3043-1966 "code of practice for earthing".

    2. The installation and earthing shall generally be carried out in accordance with the Indian electricity rules 1956 as amended from time to time and the relevant regulations of the electricity supply authority concerned.
