    TITLE: Appraiser III

DEPARTMENT: Assessor

REPORTS TO: Chief Appraiser

    SUMMARY:

    Performs field inspections to appraise new and existing residential, farm, and commercial, and industrial properties. Performs market studies to determine annual market

    adjustments and to assure proper valuation of property. May provide lead direction to Appraisers I and II.

EXAMPLES OF JOB DUTIES:

    (Any one position may not include all of the duties listed nor do the

    listed examples include all tasks which may be found in positions of this class.)

    Locates and inspects residential, commercial, farm, and industrial structures and property to determine fair market value as a basis for tax assessment. Performs repeat

    inspections for damaged, destroyed, or segregation parcels or at the request of owners, staff or the Board of Equalization.

    Develops and maintains a consistent grading system for properties. Researches, collects, updates, and analyzes local market and field data such as comparable sales, commercial rents, and construction costs to determine fair market value and annual market adjustment factors.

    Reviews, documents, and defends property values for County Board of Equalization and State Board of Tax Appeals hearings.

    Provides advice and assistance to other appraisal staff; schedules and assigns workloads to assure timely completion of revaluation program cycles.

    Verifies sales for the state ratio report; reviews and finalizes report. Finalizes values of all annually adjusted properties.

    Measures, grades, and verifies the condition of existing structures and new construction. Takes photographs of property and places on correct parcel.

    Utilizes the computer to perform a variety of analyses; analyzes recorded sales using parcel data and spreadsheets to qualify and quantify sales; completes statistical comparisons of similar properties to document and defend assessed values. Applies property trending techniques and depreciation tables to compute values.

Responds to citizen inquiries regarding assessments and reassessments. Provides

    information regarding appraisal techniques and methods.

Updates records, maps, and files using information gathered during field inspection

    activities to assure the accuracy of future inspections.

    Performs other related duties as assigned.

WORKING CONDITIONS:

Work is performed in an office setting or in the field. Driving in varying weather condition

    may be required.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of principles, methods, and techniques relating to the inspection and

    assessment of residential, commercial, industrial, and farm properties.

Knowledge of the methods and techniques used to verify and analyze field data.

Ability to research, collect, and analyze real estate, market, construction cost, and other

    related data to determine fair market values.

Ability to provide lead direction, advice, and assistance to other appraisal staff.

Ability to adequately document appraisals and defend property values before various

    boards.

Knowledge of data entry and computers.

Ability to apply correct appraisal principles and techniques to a wide variety of structures

    and property.

Ability to establish and maintain effective working relationships with other employees and

    the general public.

Ability to communicate effectively, both orally and in writing.

EDUCATION AND EXPERIENCE:

High school diploma or G.E.D. with additional coursework in real estate appraisal and three

    years appraisal experience; or any combination of education and experience which would

    provide the applicant with the desired skills, knowledge and ability required to perform the

    job.

LICENSES, CERTIFICATES & OTHER REQUIREMENTS:

Valid Washington State Driver's License.

Successfully passed Accreditation Examination, Real Property Appraiser Competency

    Exam as administered by the Washington State Department of Personnel and additional

    courses as required by Assessor.
