This specification covers the general requirements of design, manufacture and testing of Fault Current

    Sensor and Indicator for locating short circuit and earth faults in the 6 Kv to 66 Kv distribution system.

5. Basic features

5.1 General

5.1.1 The medium voltage overhead line Fault Current sensor and Indicator shall be of the outdoor type

    suitable for working in the tropical climate condition stipulated in clause 3.0 above.

    5.1.2 The components used in the Indicator shall be suitably protected from direct sunlight to prevent malfunctioning due to solar radiation. The maximum operating temperature shall not be less than 70? C.

    5.1.3 The Indicator shall be suitable for mounting on line supports such as wood poles / reinforced concrete poles / lattice steel towers, three to seven meters below MV live lines. It shall be fully self-contained type without any external connection and isolated from the line.

    5.1.4 The indicator shall be suitable for use on a three-phase line and the fault sensing shall be based on detection of the variation in the electromagnetic fields below the three phase conductors.

5.1.5 The Indicator shall be of the programmable type suitable for sensing.

    5.1.5.1 Short-circuit fault up to 12.5 kA

    5.1.5.2 Low earth leakage fault of maximum sensitivity and tripping level setting range to be specified by the manufacturer according to the lines arrangement.

    The Indicator shall continually sample the residual current fields of the overhead line and be capable of detecting all over current and earth faults in excess of a value to be specified by the manufacturer according to line arrangement. The indicator shall have an adjustable tripping feature, allowing to trip either in absolute value (Imax) or in relative value (di/dt). Provision will be given to select on site between: - 4 trip parameters di values (+25, 50, 100 or 200 %) and 4 sensing time values (40, 100, 300or 400 ms) in the di/dt mode

    - trip parameters values in the absolute mode (values to be specified by manufacturer according to line arrangement).

    The fault current indicator shall also reset if the voltage field is still present after 5 seconds.

    5.1.6 The Indicators which are detecting the variation of the electromagnetic field due to fault current (Indicators installed between the circuit breaker and fault point shall only sense the fault current) shall only provide intermittent powerful flash indication after the circuit breaker trips on fault. The duration of flash indication shall be adjustable from 2 to 16 hours with a flash every 3 seconds. The flash should have an intensity of at least 7 Lumen.

    5.1.7 A secondary flashing indication of a different color shall also be provided to indicate the transient fault and permanent fault, and the duration shall be set to 24 hours.

    5.1.8 Facilities shall be provided to program the sequence of operation of flash lamp indication as required by the purchaser. The Indicator shall be suitable to provide the following operations.

    5.1.8.1 Flash indication for phase to earth fault which generates a 7 Lumens light intensity. 5.1.8.2 Flash indication for phase to phase/three phase short circuit which generates a 7 Lumens light intensity.

    5.1.8.3 Flash indication of Transient/permanent faults.

5.1.9 The Indicator shall have the following Flash indication resetting facilities.

    5.1.9.1 To reset automatically after restoration of supply.

    5.1.9.2 To reset after Programmed duration after occurring of fault ( Provision will be given for the on site selection of this duration between 2 and 16 hours among at least 4 timer values).

    5.1.9.3 To reset manually.

5.1.10 The Indicator shall be selective in action as indicated below.

    5.1.10.1 It shall not respond to any sudden variation (increases/decrease) in load current. 5.1.10.2 It shall not respond to high magnetizing inrush current.

5.2 Equipment Housing

    The Fault Current Sensor and Indicator housing shall be made of high strength plastic and shall be of UV stabilized and flame retarding type.

5.3 Mounting Bracket

    The mounting bracket of the Fault Current Sensor and Indicator shall be made of Stainless steel or aluminum suitable for mounting on overhead distribution line supports such as wood poles, concrete poles and lattice steel towers.

5.4 Flash Indication

    The flash indicator shall be visible for at least 250m in daytime and 1 km in nighttime. The flash indicator shall be so designed to allow a uniform 180? monitoring. In addition, the light emitted by the indicator should offer a good contrast against sunshine ( white is prohibited) and the MTBF of the light emitting system must be at least 45 000 Hours.

5.5 Power supply

    The power supply for the operation of the equipment shall be from a lithium battery suitable for 7 years trouble free service, including 400 hours of flash evenly distributed along these 7 years. It shall be easily replaceable.

5.6 Scada output

    An optional dry contact output, closed during the signaling, shall be available in option for the remote indication to a SCADA system.

6. Quality assurance

    The Bidder shall supply documentary proof that the manufacturer possesses ISO 9001 Quality Assurance certification, from an independent internationally recognized body, for the design, manufacture and testing of Fault Current sensor and Indicator for medium voltage lines. Copies of the proof document/certificates shall be certified by the Bidder as true copies of the originals.

7. Additional requirements

7.1 Service and Tools

    A list of free spare parts and tools supplied with each equipment shall be furnished with the offer. The prices of recommended set of spares necessary for 10 years trouble free operation shall be quoted separately for each equipment.

7.2 Rating Plates or Labelling

    Each Fault Current Sensor and Indicator shall carry a weather and corrosion proof Bating Plate indicating the following particulars.

- Manufacturer’s identification.

    - Model or type number (as per catalogue)

7.3 Packing

    Each Fault Current Sensor and Indicator shall be suitable packed separately in a biodegradable packing material to withstand rough handling and carry a label indicating the name of item, model/type No etc.

8. Sample study

    One sample of Fault Current Sensor and Indicator offered shall accompany the Bid to facilitate analysis and evaluation. The Samples of the unsuccessful Bidder will be returned once the award is made. The sample of the successful Bidder would be retained and set off from the total quantity to be supplied.

9. Information to be supplied with the offer

The following shall be supplied with the offer.

    9.1 Catalogues describing the technical features of the equipment and indicating the Model Number.

9.2 Constructional feature

9.3 Completed schedule of particulars - Annex A

9.4 Certificate of Quality insurance conforming to ISO 9001.

    9.5 A list of names and addresses of preferably ten leading purchasers giving year of delivery and quantities supplied during the past five years.

9.6 Test Certificates

    9.6.1 To confirm the operational performance of the Fault Current Sensor and Indicator as per Clauses 5.1.5 to 5.5.10.

    9.6.2 Type test reports as described in Clauses 4, 4.1,2,3,4 and 5. The test certificates shall clearly identify the equipment concerned showing the Manufacturer’s identity, type number and basic technical parameters and shall be issued by an internationally recognized independent Test Laboratory.

    9.6.3 Offers of Bidders who fail to furnish the above particulars and the sample as per Clause 8.0 will be rejected.

10. Inspection and testing

    The selected Bidder shall make necessary arrangements for inspection by an engineer appointed by the Purchaser and also to carry out in his presence necessary performance tests to confirm the operation of the fault Current sensor and Indicator as per Clauses 5.1., e), f), g), h), i), and j).

11. Technical literature and drawings

    The selected tenderer shall supply along with the Indicator relevant drawings and technical literature including method of installation, operation instruction and maintenance details.
