Documentary evidence required: (All evidence provided must contain the name and current address of the person applying for the Residents Permit.)
; Applicant’s current Council Tax bill or payment book. If you are a dependant of the
Council Tax payer of the property, you will need to supply a copy of council tax payers bill
supported by a current utility bill or bank statement in the name and address of
; Vehicle registration document (V5) registered at current address or insurance document.
If company car, a letter from the company and proof of vehicle ownership or hire/lease
agreement. Documents must show applicants name, address and registration number.
; If landlord pays the Council Tax, letter from landlord or landlord’s Council Tax bill or
tenancy agreement and applicant’s vehicle document (as above).
Cost of Permits: ?29.00 per year for Residents or ?406.00 for Business Permits.
If you change your vehicle or Residents Zone you must contact us to get your permit amended. You must provide documentation as before and you will also have to return your original permit. For the first such change within 12 month there will be no charge, however, any further changes will incur a charge of ?5.00 each. A refund will not be given for a residents permit no longer required.

LINE WITH THE DATA PROTECTION ACT 2000. PARKING SERVICES WILL USE THE
INFORMATION I HAVE GIVEN TO ISSUE RESIDENT PARKING PERMITS. I ACCEPT THAT
YOU WILL PASS THIS INFORMATION TO OTHER LUTON BOROUGH COUNCIL
DEPARTMENTS AND THE DVLA, FOR THIS AND RELATED PURPOSES.
I UNDERSTAND THAT YOU HAVE TO PROTECT THE PUBLIC FUNDS YOU HANDLE, SO
YOU MAY USE THE INFORMATION I HAVE PROVIDED ON THIS FORM TO PREVENT AND
DETECT FRAUD. YOU MAY SHARE THIS INFORMATION WITH OTHER BODIES WHO
HANDLE PUBLIC FUNDS FOR THESE PURPOSES ONLY.
DECLARATION TO BE SIGNED BY ALL APPLICANTS
I UNDERSTAND THAT ANY PERMIT ISSUED TO ME BY THE COUNCIL IS IN RESPECT OF
THE SAID VEHICLE, AND THAT I MUST SURRENDER IT TO THE COUNCIL IF:
i. I cease to be resident / carer / employee / business owner / doctor as defined by
ii. I cease to own or to be the authorised user of the vehicle
iii. The said vehicle is adapted or used in a way that it ceases to be a passenger
vehicle, dual purpose vehicle, goods vehicle or motorcycle as defined in the Order
iv. I am issued with a duplicate/replacement permit.
v. The permit ceases to be valid due to the cheque or payment being dishonoured.
vi. I declare that all the information I have given in this application is correct and
understand that having a parking permit does not guarantee me a parking space
and is only applicable in the designated residents exempt parking bays and NOT
on yellow lines.
vii. I agree not to obstruct driveways / vehicular entrances and understand that my
permit may be cancelled if I do.
ONLY ONE PERMIT WILL BE ISSUED TO EACH INDIVIDUAL RESIDENT OF A PROPERTY.
PERMITS WILL NOT BE ISSUED UNLESS THIS FORM IS ACCOMPANIED BY THE
CORRECT DOCUMENTATION AND PAYMENT
