    Dr. Charles Wallace, Area Manager for North Florida, Georgia, and Alabama, is located in Telvent Farradyne’s Gainesville, Florida office. Charlie has 41 years of professional experience in the areas of traffic control systems analysis, design, optimization, modeling, operations and evaluation; the operational, safety and enforcement aspects of priority treatments of high occupancy vehicle (HOV) facilities; freeway corridor surveillance and control; transportation and energy; computer modeling of traffic; technology transfer; traffic incident management; and Intelligent Transportation Systems (ITS), including ITS Architecture and strategic planning. He has been directly 2responsible for major portions of numerous large-scale research and development projects, T, and more recently

    consulting programs in these areas.

    Prior to joining Telvent Farradyne in 2002, Charlie directed the Transportation Research Center (TRC) at the University of Florida and founded the National Center for Microcomputers in Transportation (McTrans) and several other large-scale training and technology transfer programs. He also served as the University of Florida’s official

    representative to the American Road and Transportation Builders Association, International Road Federation, ITS America, ITS Florida, and the Transportation Research Board. He led several teams of ITS training course development and delivery experts for the National Highway Institute and ITS Florida. He and his colleagues have developed several important ITS state-of-the-art reports and energy studies in transportation. He is an active contributor to ITS America, ITS Florida, the Institute of Transportation Engineers, the Transportation Research Board, and other national and international ITS organizations.

    Dr. Wallace was for some time active with the IEEE Working Group P1489/P1488 that developed standards defining the structure of ITS Data Dictionaries, Message Sets, and Data Registries, and the Traffic Management Data Dictionary (TMDD) development effort, which was jointly sponsored by AASHTO, ITS America, USDOT, and ITE. He chairs the ITE Traffic Software Developers’ Task Force. He is currently President and Chairman of the Board of ITS Florida and the chapter’s liaison to ITS America. Indeed, he was the individual who originally

    championed the formation of (then) IVHS Florida. Charlie was the Chairman of the Transpo2004 Conference held in Jacksonville, Dec. 2004, and jointly sponsored by ITS Florida and ITS Georgia, Georgia and Florida Sections ITE, Georgia and Florida DOT, and FHWA. He is currently General Chairman of Transpo2008, to be held in September. He is an active member of the Florida Section Institute of Transportation Engineers and is an award winner in both ITS Florida and FSITE.

Technical Expertise

    I-95 Corridor Coalition Toolkit for Quick Clearance Task Manager

    As Task Manager, Charlie is the principal author of the Toolkit document as well as an Executive Forum and Responder Workshop that support the Toolkit. The “Toolkit for Deploying TIM/QC Best Practices” is a collection of implementation mechanisms from operational best practices and administrative actions that can be undertaken by agencies acting alone and in partnership with others, to regulatory actions that require a more formal process (such as “rule making”), and statutory actions. The Toolkit has responder checklists covering every phase of a traffic incident for 12 sets of responders (ranging from law enforcement to hazardous materials handlers and medical examiners) and a series of fact sheets for non-responders. An accompanying DVD has dozens of samples of documents, presentations, videos, and spreadsheets. Charlie is one of the instructors delivering the two workshops throughout the I-95 Corridor.

    Florida First Coast Regional ITS Master Plan, City of

    Jacksonville, Florida Project Manager

    Charlie is Project Manager for a current contract to First Coast Metropolitan Planning Organization (FCMPO) to develop an ITS Master Plan and regional ITS architecture for the Florida First Coast region (four-county area around greater Jacksonville). Charlie is responsible for overseeing the canvassing of stakeholder requirements, inventorying existing and planned ITS deployments, adapting the Florida Department of Transportation (FDOT) district ITS architecture (which covers a larger area) to the First Coast region with more emphasis on local agency needs, developing an ITS Master Planning process including alternatives analysis, and strawman 5- and 10-Year ITS Plans. This landmark study for the Jacksonville area demonstrates stakeholders’ commitment to a coordinated ITS deployment plan. The major stakeholders are the Metropolitan Planning Organization (MPO), Jacksonville Transportation Authority, Florida DOT, cities and counties, as well as private partners. Public outreach is also a major component, to ensure that the public is fully behind the effort.

    Florida DOT’s Statewide Traffic

    Incident Management (TIM) Program Deputy Project Manager

    Charlie was Deputy Project Manager and administrative lead for the program and principal author of the Statewide Traffic Incident Management (TIM) Strategic and Business Plan. He also assisted the Florida Department of Transportation (FDOT) in facilitating the statewide TIM Team meetings and the suite of regional TIM Teams, and in institutional and technical issues.

    Georgia DOT’s NaviGAtor TMC Support Project Deputy Project Manager

    Charlie is Deputy Project Manager of the project (in a subconsultant role). He was the task co-manager for the development of the NaviGAtor Business Plan, which is in essence Georgia DOT’s ITS statewide strategic plan for the next five years. He has been active on other tasks, including the development of a Maintenance Management Concept and a Systems Engineering Guideline for GDOT’s ITS Program.

    Update of the NHI National ITS Architecture Development Team Director

    As Team Director, Dr. Wallace, a member of one of the four original National ITS Architecture development teams, directed the update of the National Highway Institute (NHI) workshop on this subject (while with the University of Florida).

    I-95 Corridor Coalition

    “Quick Clearance/Move-It Best Practices” Principal Author / Editor

    Charlie was Principal Author and Editor of this compendium of best practices in clearance of traffic incidents. The report has been widely distributed within the I-95 Coalition and is available on its Web site. He developed a follow-up Executive Summary for the report that is used as a catalyst with senior transportation and public safety officials to motivate an aggressive program to implement the recommendations of the report.

Interstate ITS Master Plan, District 1, Florida Task Manager

    As Task Manager, Charlie was a team member to assist District 1 in implementing the recommendations of the Telvent Farradyne-developed ITS master plan for the I-75 corridor in that Southwest Florida region. Charlie was Task Manager responsible for analyzing the potential partners to occupy the Ft. Myers regional transportation management center (RTMC), as well as its location. The RTMC was deployed in the 2005-2006 timeframe, and was critical to traffic and incident management during a major interstate reconstruction program. He also wrote the Concept of Operations for the District 1 ITS and Ft. Myers RTMC.

    Telecommunications General Consultant, Statewide, Florida Task Manager

    Charlie served as Task Manager for three new sections of a Florida statewide ITS strategic plan update. His tasks included overseeing the development of new issues papers on telecommunications, traffic incident management, and potential use of aerial unstaffed vehicles for transportation management.

    TMC Software Library System (SunGuide Software),

    smIn this Transportation Management Center (TMC) Software Library System, also known as SunGuide Software,

    Charlie served as the Deputy Project Manager managing Telvent Farradyne’s development efforts. Telvent

    Farradyne was the prime subconsultant developing a significant portion of this large-scale software system in Florida.

    Interim Traffic Management System (ITMS)

    Project, Palm Beach County, District 4, Florida Task Manager

    Charlie is the Task Manager for the ITMS Evaluation Task. This is an 8-year, $27M design-build-operate-maintain project for FDOT. Telvent Farradyne is the prime consultant. As evaluation task leader, Charlie documents the lessons learned and benefits to the traveling public and agency cost effectiveness of this innovative approach to ITS. Intelligent Transportation Systems (ITS) R&D and Consulting

    Dr. Wallace has been involved extensively in ITS R&D and consulting. Some of his earliest research projects were to study what we now call ITS as far back as the late 1960s and 1970s. He has been considered an ITS expert for many years, and a leader today. He was a National Highway Institute (NHI) instructor for the “ITS Awareness Course,” “Deployment of ITS in Metropolitan Areas” course, “Public-Private Partnerships” course, and

    “Introduction to CORSIM” course, which he also helped update for NHI. He oversaw the development of the “ITS Telecommunications” and “Using the National ITS Architecture for Deployment” courses. He developed a course

    on “ITS Partnerships for Cooperation” for the Center for ITS Training and Education (CITE), which is the training arm of the I-95 Corridor Coalition.
