    ; Two Extortionists arrested from Dwarka area.

    ; The accused were demanding Rs. 20 lakhs as ‘Protection Money’ from

    a Real Estate Businessman of Paschim Vihar, Delhi.

    A team of officers of Crime Branch led by Insp. Naresh Chander and

    comprising of SIs Arun Dev Nehra, Naresh Sharma, Parmod Kumar, ASI Vinod, HCs Devender, Sandeep, Jai Prakash, Shiv Veer under the close supervision of Shri Ravi Shanker, Addl. DCP have arrested two extortionists.They

    were demanding Rs. 20 lakhs from a Real Estate Businessman from Paschim Vihar, Delhi as ‘Protection Money’.

    On 05.04.2012, the complainant r/o Paschim Vihar, Delhi and has a Real Estate Cum Finance Business at Sector-10, Dwarka, filed a complaint with the police that he was receiving threatening and extortion calls from two unknown numbers. The caller demanded Rs. 10 lakhs from him as ‘Protection Money’ and threatened to kill him, if he failed to fulfill his demands. The caller further threatened the complainant that if he thwould not pay Rs. 10 lakhs till 4 April, 2012, then the extortion money would be thdoubled i.e. Rs. 20 lakhs, on 5 April. The complainant also reported that some

    unknown persons had also enquired about his whereabouts from the priest of his ancestral temple situated in Haryana.

     A case under the appropriate sections of law was registered at PS Crime Branch and investigation was taken up. During the course of investigation the investigators zeroed in on Jameel shah and his nephew Firoz shah, both presently residing at sector 19 Dwarka.

     On 06/04/2012, Jameel Shah (37 years) s/o late Noor Mohd. r/o V & PO Fateh Pur Bazaria, Distt. Mahoba, UP and presently residing at Vill. Amrahi, Sector-19, Dwarka, New Delhi and Firoz Shah (19 years) s/o Mohd. Badshsh r/o V & PO Fateh Pur Bazaria, Distt. Mahoba, UP and presently residing at Vill. Amrahi, Sector-19, Dwarka, New Delhi were arrested from Dwarka.

    Both the accused persons were subjected to sustained interrogation. It was revealed that Jamil Shah had worked as a petty contractor for the Maternal Uncle of the complainant and had also constructed a building opposite the office of the complainant in Dwarka. He had observed that heavy cash transactions being made from the office of the complainant.

    Jameel Shah planned to extort money from the complainant and procured a SIM card on fake ID to make the threatening cum extortion call to the complainant. He roped in his nephew Firoz Shah and on his directions Firoze Shah made threatening cum extortion call to the complainant.

    Both the accused persons have been arrested and the mobile phones and the SIM Card used for making threatening cum extortion calls to the complainant have been seized.

     Further investigation is in progress.

DRIVER TURNED INTO THIEF ALONGWITH RECIEVER

    ARRESTED, CASE PROPERTY WORTH Rs. 27 LAKHS

    RECOVERED.

     The staff of Police Station Moti Nagar, West District has busted a gang of thieves who are drivers by profession. The gang is headed by one dreaded criminal namely Chhotan @ Satish Kumar. The gang was very much active in the area of West District. On the instance of Satish one receiver namely Rakesh Kumar was also arrested. 2530 mobile phones worth Rs. 27 lakhs approximately and one Mahindra champion Tempo recovered.

    1- Satish Kumar @ Chhotan S/o Kaidar Singh R/o 7767/IA, Ram th . Nagar, Pahar Ganj, New Delhi, Age- 22 yrs. Qualification-10

    Occupation Driver.

    2- Rakesh Kumar S/o Late Ram Lakhan R/o Godown of Bansal,

    Ankur Vihar, DLF, UP near Khajoori Khas, Delhi, Age -51 yrs. thQualification- 6. Occupation- Kabari.

    Recovery

    1. 2530 Mobile phones of worth Rs. 27 lakhs approximately. 2. One Mahindra champion Tempo.

Information and Operation

     On 03.04.2012, complainant Shri Anand Kumar Aggarwal S/o Shri Mohan Lal Aggarwal R/o 13/41, Punjabi Bagh West, Delhi has reported that he runs a business of Chinese phones at 69/6A, Moti Nagar Industrial Area, Rama Road, Delhi. He usually hires vehicles from Shri. Vijay Singh R/o 2117/A, Prem Nagar, Gali No.-6, Patel Nagar, Delhi. On 03.04.12 he called a Tempo No. DL-1LL-8658 to deliver 51 cartons of Chinese mobile phones (Each carton having 50 mobile phones total 2550 mobile phones) at Sahil Trading Company Karol Bagh, Delhi. The above said Tempo driven by one Rahul @ Mukhtar departed for Karol Bagh at about 12.30 pm to deliver the

    same. At about 1.30 pm Godown Keeper namely Ritesh asked the driver about his whereabouts. On this driver Rahul replied that his vehicle was out of order. He would repair it and then come. After some time, tempo owner Shri Vijay Singh informed Manager Punit Mehta that his above said tempo is empty and was found parked in front of Wine Shop, Karampura, Delhi and driver was missing. On this a case FIR No. 54/12 was registered at Police Station- Moti Nagar.

    Inspector Rajkumar, SHO/Moti Nagar visited the scene of crime. He took this incident as a challenge and deployed his sources to crack the case. The phone number of the driver was found switched off. The call details of the driver and the many workers were analyzed. An information was received by SHO Moti Nagar, about the gang of notorious criminals who are drivers by profession but indulge in such type of crime. This gang headed by one Satish Kumar @ Chhotan is very active in the area of West District and committing incidents of theft in day light.

    On 06.04.2012, specific information was received to SHO/Moti Nagar that King pin namely Satish Kumar @ Chhotan will go towards Karol Bagh by his Mahindra Champion Tempo No. DL-LN-4163 via Zakhira Fly Over at about 05.00pm. On this information, a raiding party under the supervision of Shri J.K. Sharma, ACP/ Rajouri Garden under the leadership of Inspector Raj kumar/SHO Moti Nagar consisting of SI Manoj Bhatia, ASI Rajinder, HC, Narendra, HC Rishal, HC Randhir, HC Sunil, Ct, Ravit, Ct Amit, & Ct Dharmender was constituted and a trap was laid on Zakhira Fly Over towards Karol Bagh. At about 5.00 PM, one Mahindra Champion No. DL-1LN- 4163 came from Punjabi Bagh Side which was intercepted by police party on the instance of secret informer. He disclosed his name as Satish Kumar @ Chhotan S/o Kaidar Singh R/o 7767/IA, Ram Nagar, Pahar Ganj, New Delhi. On interrogation he disclosed the theft of the cartons of mobile phones from the jurisdiction of PS- Moti Nagar. On further interrogation he disclosed about the receiver of mobile phone cartons. On the instance of Satish @ Chhotan receiver Rakesh Kumar s/o late Shri Ram Lakhan R/o Godown of Bansal , Ankur Vihar, DLF, UP near Khajoori Khas, Delhi was apprehended and 2530 mobile phones were recovered.

INTERROGATION AND MODUS OPERANDI

    During interrogation Satish Kumar @ Chhotan disclosed he hails from Muzaffar pur, Bihar and belongs to a poor economic back th clas. He came to Delhi in year -2004 ground. He studied up to 10

    and got a job with a parcel office but he was not satisfied with this income. He bought a Mahindra Champion Tempo in year- 2007 and started driving himself. He came in contact of bad elements of the

    society and became addict of liquor and women. He has many girl friends and used to give them costly gifts. He is also fond of wandering with girl friends at tourist places of India. 6-7 days ago he met one of his old friends namely Sonu who worked with him at parcel office. They met at Satish’s residence and made a plan to become a famous transporter in Delhi. For this they require lot of money. On this Sonu suggested Satish to steal the mobile cartons through his best friend namely Rahul who is driver by profession. Rahul used to deliver the mobile carton from Moti Nagar to Karol Bagh by Tempo. Next day all the three met and made a plan to steal the mobile cartons. On 03.04.12 as Rahul departed for delivery of the 51 mobile cartons by Tempo he called Satish Kumar and Sonu and on the way they transferred all the mobile cartons in the Mahindra Champion Tempo of Satish @ Chhotan. They abandoned the tempo in front of wine shop Karampura and carried their Mahindra Champion tempo to the Godown of Rakesh Kumar at Ankur Vihar, DLF, UP near Khajoori Khas, Delhi. Rakesh Kumar also hails from Distt- Muzaffarpur Bihar and well known to Satish @ Chhotan. On interrogation Rakesh Kumar disclosed that he came to Delhi in year -2007 and started his career as a Kabari. He also started to buy the stolen property to earn more money. Efforts are on to apprehend other associates.

    Staff involved in good work is being rewarded suitably.

    ROBBERY CASE SOLVED WITHIN TWO DAYS, TWO ACCUSED

    ARRESTED AND ROBBED ARTICLES RECOVERED FROM

    THEIR POSSESSION.

    With the arrest of (1) Lakhhi aged 19 years s/o Jiwan Lal r/o B-59, Peera Gari Camp, Delhi and (2) Raju Tiwari @ Raju aged 19 years s/o Shyam Lal Tiwari r/o Jhuggi No. D-520 (Jhuggi Harish), Peera Gari

    Camp, Delhi, the officials of North District Police has solved sensational North Campus Delhi University robbery case within 48 hours. All robbed articles have also been recovered from their possession.

INCIDENT AND TEAM

    On 04.04.2012 at about 06:30 PM, two students of St. Stephan College, North Campus, Delhi University who were on the way from their college to University Metro Station. Two persons stopped them and asked to hand over their belongings to them by putting sharp edge weapon on the neck of the girl. On this, she became frightened and immediately handed over her college bag and mobile phone. But, the boy Vikram Singh tried to resist and did not hand over his belongings. Thereafter, both assailants assaulted him with a sharp edge weapon and forcibly took his purse containing some cash, documents and Metro Travel Card. After committing robbery, both fled away from the spot. Local police reached at the spot and the victim was shifted to Hindu Rao Hospital for treatment. Accordingly, a case vide FIR No. 33/12 dated 04.04.2012 u/s 392/394/34 IPC was registered at PS Maurice Nagar and investigation was taken up.

    In this case, since two students were robbed in the area of North Campus, Delhi University, various teams were constituted to solve this case. One team consisting of SI Ravinder Singh, HC Mahesh, HC Satish Patil and Ct Amit under the leadership of Shailender Tomar, Insp./AATS and overall supervision of Sh. R K Singh, ACP/Ops was also constituted at Anti Auto Theft Squad, North District.

    INVESTIGATION

     Initially, the victims were shown dossiers and photographs of all known criminals of the area, but none of them could not be identified by them. Physical verification of known criminals, earlier involved in such type of criminal cases and criminals, who recently released from jail, was conducted. But no fruitful result was achieved. Hence, the teams started developing human intelligence.

     During this course, on 06.04.2012, Shailender Tomar, Insp AATS/North received a very important information through an informer that two persons involved in the present case will come at Bonta Park Gate, Opposite VC Office probably for committing another crime. Hence, the team immediately swung into action and cordoned off the area. At about 05:30 PM, two persons, who were later on identified as Lakhhi aged 19 years s/o Jiwan Lal r/o B-59, Peera Gari Camp, Delhi 56 and

    Raju Tiwari @ Raju aged 19 years s/o Shyam Lal Tiwari r/o Jhuggi No. D-520 (Jhuggi Harish), Peera Gari Camp, Delhi, have been apprehended at the instance of the informer. During interrogation, both of them confessed to their involvement in this case. From their formal search, robbed mobile phone and SIM card have been recovered.

INTERROGATION

     During sustained interrogation, both the accused persons disclosed that they are in the habit of consuming alcohol, but their

    economical condition is not good and they planned to commit robbery. As per the plan, they set out with one scissors and nail-cutter from their houses. On the day of incident, they intimidated the girl by putting the small knife of nail-cutter on her neck and she handed over her mobile phone and bag to them. The boy started some resistance. Hence, they used scissors to cause injuries on his body. After causing injuries they had taken purse of the boy from his pocket.

     During further interrogation, both of them disclosed that the robbed college bag and purse alongwith Metro Travel Card and other belongings are still with them. On their pointing out, the said articles were recovered from their houses. Further investigation of the case is in progress to ascertain their other involvements.

BRIEF FACTS:-

     With the arrest of accused Chander Bhan (32 yrs) S/o Sh. Radha Kishan

    R/o B-7/159, Sec- 4, Rohini, Delhi, the staff of PS North Rohini, Outer District, as foiled a bid of breaking of ATM of Axix bank located at Sec-6, Rohini, Delhi.

     INCIDENT:-

     On 07.04.12 at about 5AM while on patrolling duty Ct. Vinod No. 1494/OD, Ct. Sandeep No. 5218/ DHG & Ct. Pramod No. 5222/ DHG of PS North Rohini, Outer District Police noticed that one Honda Accord Car was parked outside

    ATM Axis Bank (located at Sec-6, Rohini ) in the manner covering the view inside the ATM. On coming near they noticed that Shutter of ATM was pulled down and lights inside ATM booth were switched off. On getting suspicions police team entered inside the ATM and found that a stout built youth is present inside. He was wearing a Cap fitted with glowing LED lights, the face of person was covered with cloth, he was wearing Goggles and medical tape was wrapped over his finger tips.Lots of ATM breaking tools like cutter, screw driver, crow bar, iron blade were placed on the floor, a mini gas cutter was also burning on the floor. The person has broken outer lid of ATM and was in the process of breaking the cash box of the ATM. A Toy Pistol and Big Stainless Steel Knife were tucked in the belt of the Person. The person was immediately apprehended by the Police team whose name and on enquiry his name and address was revealed as Chander Bhan (32

    yrs) S/o Sh. Radha Kishan, R/o B-7/159, Sec-4, Rohini, Delhi. A Case vide FIR

    No 103/12 dated 07.04.12 U/s 380/511 IPC was registered at PS North Rohini, Delhi.

    INTERROGATION:-

     During interrogation the accused told that basically he is resident of Mathura, UP. He is presently residing at B-7/159, Sec-4, Rohini, Delhi with his wife and son. Previously he was in business of Plastic particles (Dana), but the business went into heavy losses. Then he tried his luck in several other businesses but again went into losses and lost his remaining capital. He was finding it difficult to maintain his lavish life style and Honda Accord Car. In order to make good his losses he got an idea of break opening the ATM. He learnt the procedure for breaking the ATM from various Internet Sites. He made very intensive preparation for committing the theft. He started watching Crime Investigation related programmes on Discovery Channel. From there he noticed that how Police conducts investigation and collects clues regarding the criminals from the spot/scene of crime. He also watched several crimes related English Movies. Thereafter started making preparations, he purchased latest tools, screw drivers, crow bar, cutter, Mini Gas cutter, mini torch, a very sharp and pointed stainless steel knife, a Toy Pistol (appeared as original) and medical tapes to cover finger tips. He fitted the Cap with LED light on front powered by a Battery fitted on Back of Cap with an on-off switch inside the Cap. For this he designed a circuit of wire with silicon chips concealed inside the clothe layers of Cap. Accused told that he got idea of preparing such a cap from Mining Light Helmets worn by mine workers as it keeps the hands of person free and focuses enough light at the desired place. The Cap designed by accused looks like normal cap with no wires, barely visible, even the LED light fitted in front of cap was also portable and can be concealed inside the Cap and taken out in need. The accused is a Post Graduate in Commerce and speaks fluent English. All the equipments and tools used by accused person to break open the ATM as well as his Honda Accord Car has been seized in the case. Bank officials of AXIS Bank were also summoned at the ATM Centre who examined the ATM and found all the cash intact. It was informed that ATM contained around 16 Lacs cash at that time. No guard was deputed at ATM booth by the Bank.

    Sec-4, Rohini, Delhi is a Post Graduate in Commerce, he speaks fluent English. Earlier he was in the business of plastic particles but due to losses in the business he tried to steal money by breaking ATM.

    ORDER

    Whereas reports have been received that due to the situation prevailing in the areas of Police Stations specified in the schedule appended to this order, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account. 1. And whereas it is necessary that some checks should be put on

    landlord/tenants so that terrorists/anti-social elements in the

    guise of tenants may not cause explosion riots, shoot outs, affray

    etc. and that immediate action is necessary for the prevention of

    the same.

    2. Now, therefore, in exercise of the powers conferred upon the

    Commissioner of Police Delhi by Section 144 of the Criminal

    Procedure Code, 1973 read with Govt. of India, Ministry of Home

    Affairs, New Delhi’s Notification No. U-11036/3/1978(I)-UTL,

    dated- 01.07.1978 and further delegated to the undersigned vide

    Govt. of India, Ministry of Home Affairs, New Delhi’s Notification

    No. 11.36/1/2010-UTL, dated- 09.09.10, I, GAURAV SHARMA,

    Assistant Commissioner of Police of Sub-Division Kalyan Puri of

    East District, Delhi, do hereby order that no

    landlord/owner/person of any house/property which falls

    under the jurisdiction of area of Police Stations as specified

    above, shall let/sublet/rent out any accommodation to any

    person unless and until he has furnished the particulars the

    particulars of the tenant(s) in a specified proforma to the

    Station House Officer of the Police Station concerned. All

    persons who intend to take accommodation on rent shall

    inform in writing in this regard to the Station House Officer

    concerned in whose jurisdiction the premises fall. The

    persons dealing in property business shall also inform in writing

    to the Station House Officer concerned in whose jurisdiction the

    premises fall about the particulars of the said tenants.

    3. The order shall come into force with effect from 06.04.12 and

    shall be effective for a period of 60 days up to 04.06.12 (both

    days inclusive) unless withdrawn earlier.

    4. Any person contravening this order shall be punishable under

    Section 188 of the Indian Panel Code.

    5. As the notice cannot be served individually on all concerned the

    order is passed ex-parte. It shall be published for the information

    of the public through the press and by affixing copies on the

    notice boards of the offices of all the DCsP, Addl. DCsP, ACsP,

    Tehsil offices of the Districts, all police stations concerned and

    the offices of the NDMC and MCD.

    Kumar(Aged-20 yrs) S/o Sh. Foolchand R/o Vill-Dehgarhi Jamalpur, PO Sujauli, PS Manikpur, The-Kunda, Distt-

    Pratapgarh, UP, P.S Dwarka North, South-West District has solved a case of burglary in no time and stolen jewellery worth two lakh rupees has been recovered..

GIST OF CASE

     Complainant Sh. Ajay Pratap Singh S/o Ajeet Singh Yadav R/o Flat No. 157, Pkt-2, Dwarkadhish Appt., Sec-12 Dwarka, who is a doctor by profession reported that on 05/04/12 he along with his family had gone to visit his in-law’s house at Janakpuri

    and decided to stay there in the night. Next morning they returned to their residence where to their dismay found that the lock of the main door was broken and all the household articles were scattered inside the flat. On further checking, jewellery, cash and electronic items were found burgled. Upon this a case vide FIR No. 65/12 U/s 380/457 IPC was registered at Police Station Dwarka North and investigation was taken up in right earnest.

BREAKTHROUGH AND OPERATION

     On registeration of this case, a dedicated team comprising SI

    Girdhari Lal, ASI Jai Singh and Ct. Ashok Kumar 710/SW was constituted under the supervision of Insp. Naresh Kumar, SHO Dwarka North. Available resources of the police station were roped in and sources geared up. Team members left no stone unturned to trace the culprits. Same day at 4.00PM the team received an input from reliable source that one of the burglar is loitering in the area of Sec.12 Dwarka and is in search of potential buyers of burgled jewellery. The team swung into action and laid a trap near the Picket of Dena Bank, Sec-12 Dwarka. At 5.00PM the team noticed a boy near Dena Bank whose activities were suspicious. The team tried to stop him for checking but he paid no head and hurried away towards the Metro station. After a quick chase, the team overpowered him and asked about his weird behavior. His identity was revealed as Sushil Kumar(Aged-20 yrs) S/o Sh. Foolchand R/o Vill-Dehgarhi Jamalpur, PO Sujauli, PS Manikpur, The-Kunda, Distt-Pratapgarh, UP. Initially he tried to dodge the police by narrating a story of his poverty, but the police party kept quizzing him. He was questioned at length and gave different statements, but when confronted with hard facts, he let lose his footing and confessed his role in the commission of this burglary. He revealed the names of his associates as Umesh Kumar and Sohan Lal r/o Banaras, UP.

     A massive manhunt has been launched to nab the absconding

    burglars. Special staff/SWD is also on their trail.
