    Purpose People credited with this unit standard are able to prepare pre-incident plans

    as a preparation mechanism for damage incidents; direct and control overall

    damage response activity; evaluate effectiveness of the ship's damage

    control techniques and activities; and debrief staff drills, simulations and

    incidents.

    Damage to the ship may have the following effects: injuries (major and minor) to personnel and passengers, water leakage due to loss of structural integrity of the ship, loss of power (mechanical and electrical), necessity to abandon the ship.

    Effectiveness of damage control techniques may be assessed through the use of regular simulations and drills which may cover areas such as: fire, collision, abandon ship, and application of first aid techniques to major and minor injuries.

    Evaluation of damage control techniques and activities would focus on the nature of damage and the effects on: operational effectiveness, response time, number and extent of injuries, and would be conducted in conjunction with senior officers.

    Debriefs are post-incident discussion sessions conducted both formally and informally to groups of varying sizes who have recently been involved at an incident. Debriefs can be internal or involve representatives from other agencies or services.

Elements and performance criteria

Element 1

Prepare pre-incident plans.

Performance criteria

    1.1 Pre-incident plans are prepared using the results of simulations designed to test

    the effectiveness of responses in a variety of situations.

    1.2 Plans are modified to eliminate deficiencies observed during simulations.

    1.3 Reports relating to deficiencies in pre-incident plans are collated, and the

    deficiencies noted in the reports are rectified.

    1.4 Skills and experience of officers from other levels are utilised in the preparation

    of the plans.

    Range pre-incident plans are developed in conjunction with senior officers

    and with data obtained from inspections of the ship.

Element 2

Direct and monitor damage control activities.

Performance criteria

    2.1 Responsibility to coordinate damage control techniques is delegated to an

    officer possessing the required competence, in accordance with rules and

    regulations.

    Range the delegation to coordinate damage control is such that the

    responsibility is within the competency and skills of the officer.

    2.2 Feedback on the progress of damage control activities is obtained and

    evaluated to ensure that damage to the ship and injury to personnel is

    minimised, and the operational effectiveness of the ship is maintained.

    Range feedback may be verbal, written and/or personal observation.

    2.3 Personnel are allocated to damage control teams in order that the teams

    possess the correct balance of skills for the situation.

    2.4 Competent personnel are made available to cover losses of key personnel in

    teams.

    2.5 Personnel allocated to first aid teams have the necessary competence to

    handle a wide variety of injuries.

    2.6 Responsibility for emergency and temporary repairs is delegated to an officer

    possessing the required competency to complete the repairs.

    2.7 Emergency and temporary repairs are carried out to ensure the effective

    performance of the ship within the constraints of the situation.

Element 3

Evaluate damage control techniques and activities.

Performance criteria

    3.1 Final reports on the outcomes of damage control techniques and activities are

    evaluated to determine the effectiveness and efficiency of techniques and

    strategies.

    3.2 Activities are evaluated to confirm that they have been carried out effectively

    and as directed.

    3.3 Information is collected and collated from all personnel who have been involved

    in the incident.

    3.4 Reports are prepared using the required report forms and having regard to

    Maritime procedures.

Element 4

Debrief drills, simulations or incidents.

Performance criteria

    4.1 Debriefing sessions are conducted, maintaining a positive and constructive

    approach.

    4.2 Participants involved in an incident, drill or simulation are debriefed in

    accordance with established debriefing procedures.

    4.3 Participants are debriefed to a degree which minimises trauma or other similar

    effects.

    4.4 Information relating to the drill, simulation or incident is disseminated to assist

    with refinement equipment, response and procedures.

    4.5 Debriefs are conducted to validate and help determine training strategies.

    Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment.

    Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards.

    Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards.
