Student Transfers - Transfers and Continuations FDA(R1)

Transfers are only considered when one of the following needs occur:

     Extenuating hardship

     Change in boundaries due to new campus and will be in final year at current campus.

     Moved outside of the boundaries of current campus during the school year but want to complete the

    grading period, semester, or school year. Must still live in the Keller ISD.

     Moved outside of the KISD boundaries and has completed junior year of high school.

    In addition, there must be space available at the campus in which a transfer is being requested. A campus closed to transfers indicates that space is not available due to current enrollment and/or anticipated growth. When one of the aforementioned needs occur, a transfer to a campus can be requested and will be considered based on the following capacity guidelines:

    Elementary/Intermediate (Grades K-6)

     Open/Closed campus status

     In kindergarten through grade 4 - the enrollment in those grades is below 20 students per

    class (20:1 student/teacher ratio).

     In grades 5 and 6 - the enrollment in those grades is below 23 students per class (23:1

    student/teacher ratio).

     Growth rate of the campus

    Secondary (Grades 7-12)

     Open/Closed campus status

     In grades 7 through 12 the enrollment is below 96% capacity.

     Growth rate of the campus

    Parents must be aware of the following guidelines and agreement terms related to transfer requests:

     Transfers are only in effect for the span of grades at that campus or the approved time period.

     Parents are required to provide their own transportation if their child is on a transfer.

     Parents must be willing, in some situations, to forfeit as much as one year of UIL eligibility for their

    child.

     Students in grades 1-12 must be enrolled and attend a KISD school for a minimum of one grading

    period prior to submitting a transfer request.

     Parents must continue to prove residency within the district each year.

     A campus may send transfer students back to the home campus if the campus reaches capacity

    (Students will be returned to their home campus based on last in first out).

     A campus may send transfer students back to the home campus if there is failure to maintain the

    qualifying criteria.

     Students who receive a transfer are expected to remain in the span of grades or time period offered.

     If a request is received to; return to the home campus during the school year, it will be honored if

    space is available at the home campus.

     A student may also return to their home campus; the next school year if requested in writing to

    campus administration.

     Such a request to transfer back to the home;campus may disqualify a student from future

    consideration for a transfer.

     Transfer requests for siblings of transfer students will be considered on a space availability basis.

     An approved transfer into a campus does not guarantee approval throughout the feeder pattern.

     All requests must be made using the on-line system.

Qualifying Requirements:

    A student must also meet and maintain the following qualification requirements in order to be considered for a transfer request:

     Attendance: 90% for the previous semester and the most recent grading period including tardies.

     Academics: Passing all classes for the past grading period and a passing score on each segment of

    the State Assessment (Grades 3-12 only).

     Attitude/Behavior: Appropriate conduct and work habit grades.

     A Need previously listed.

Approval of Transfers:

     All administrative transfers are to receive final approval through the designated Assistant

    Superintendent or designee

     All decisions are final and are not subject to appeal.

     Requests for the upcoming school year will be considered during April and May of the prior year.

    Requests made during June, July, and August will be considered during the first 3 weeks of school.

    Requests during the school year will be considered at the end of each grading period.

     Consideration outside of these approval timelines will be given to newly hired employees of KISD.

Processing Fee:

     processing fee will be charged for all transfers submitted for the following reasons: A $75.00

    o Extenuating hardship,

    o Moved outside of the boundaries of current campus during the school year but want to

    complete the grading period, semester, or school year.

    o Moved outside of the KISD boundaries and has completed junior year of high school.

     There will NOT be a processing fee charged for transfers submitted for the following reasons:

    o Change in boundaries due to new campus and will be in final year at current campus or as

    otherwise determined for continuation by administration.

    o Administrative transfers required by policy (Siblings of students in a special education or

    bilingual program, victims of a violent crime)

    o Students (as of 2010-11) currently on a transfer approved for all grades at campus.

Co and Extracurricular/Athletic Transfer Eligibility

     University Interscholastic League guidelines on eligibility as it relates to transfer students shall be

    followed for all extracurricular activities.

     Students transferring into a secondary campus may not participate or try out for cheerleader or drill

    team during the first year of their transfer.

     Exception: Only students transferring into a middle school as a seventh graders are eligible to

    participate in cheerleading.

Siblings of Special Education Students

     If a student is receiving special education services at a campus outside his or her attendance zone,

    a parent may request that any other student residing in the household be transferred to the same

    campus, if the appropriate grade level for the transferring student is offered on that campus.

Children of Employees Transfers

     Full time employees living inside or outside of the KISD boundary will be allowed to request a

    student transfer into KISD to a campus where space is available or in which they are employed.

     Full time employees living inside the school district may request for a student transfer to his/her

    campus of employment and will be honored unless the transfer creates the need for a class size

    waiver, a portable building or an additional teacher.

     Qualifying criteria will be considered and could result in the denial or revocation of a transfer

    request if not maintained.

     Full time employees living outside the school district must follow the same transfer process as all

    other students with the understanding that qualifying criteria must be met for consideration.

     Out of district transfers requests must be submitted each year for consideration.

Transfers due to boundary changes:

    Grades K-8:

     When an attendance zone is affected by a new boundary change, a student may be granted a transfer

    for the last year of attendance at that campus. Transfers for younger siblings of a student meeting the

    criteria of a boundary change transfer will be granted only on a space available basis and only for the

    remainder of the older sibling’s final school year at that campus.

Grades 9-12:

     When an attendance zone is affected by a new boundary change at the high school level, additional

    processes will be put into place as it relates to High School students who are currently enrolled and

    their siblings who are affected by the boundary changes.

     Once a high school student enrolls in a KISD high school, they may remain in that high school through

    twelfth grade as long as the student remains in KISD and completes the administrative transfer

    application.

     For those students who move out of district and have completed their junior year in a Keller ISD school,

    they may remain for their senior year with the approval of an administrative transfer request. (Also, see

Transfer Process:

    Campuses must adhere to the transfer process to ensure data quality and financial accuracy.
