    A good understanding of the liabilities and authorities of CM/CS consultant engineers will minimize our effort to search out an efficient approach to resolving the discrepancy in the work execution and project implementation between contractor and consultants. In between the communication, the quality assurance and quality controlling staff are the key engineers to behalf on the contractor side. So its advised that

    the engineers get to be familiar with what is the expectation of the owner for the consultant to achieve, what measures the consultant engineers will take to ensure the smooth progress of the construction. Client, consultant and contractor(s), a QA/QC engineer doesnt need to

    know all the trilateral relationships, proposed concentration will be on

    the tie between the consultant and the contractor(s). To understand the

    following contents will both benefit the contractor and the client, it can also save lots of time when involved in a project initiated by HIB, such as the Design and Construct of 7300 Housing Units.

    Liabilities and Authorities of consultant will be focused on the bilateral relations with respect to the cooperation with contractor(s)

    The consultant supervised by program manager has obligation to:

    1) Be familiar with the content of the contract between HIB/PMD

    and contractor, the drawings and specifications of the status, 1 | Page

    most importantly the responsibilities of the contractor under

    the contract. Submit a complete PMP to HIB/PMD within 21

    days after the commencement of the preliminary works. 2) Manage, administer and inspect the project and associated

    elements, materials, machinery and methods adopted, including

    but not limited to, visitor register, information management,

    communication and records management, such as write a diary

    report and keep photographs, etc;

    3) Manage and control the standards performance of project

    execution; Perform, at least semi-annually, formal Quality

    Assurance audits on contractor(s) within their purview to

    confirm that services are being provided in accordance with the

    HIB/PMDs Quality expectations, keep tracking to closure all

    corrective actions identified;

    4) Prepare Monthly Progress Report and report to HIB/PMD; 5) Evaluate and provide recommendations to HIB for modification

    orders as proposed by contractor(s), conduct interim

    assessment of the performance of contractor(s) and present

    formal findings to HIB/PMD.

    6) Adapt a good approach to ensuring the project is completed on

    time, on budget and meet all the established project quality

    standards.

    7) When the project is completed, the CM/CS shall deliver

    permanent record documents, manual and IT tools, etc. respect

    to the project to HIB/PMD

    To maintain the power over contractor(s) and others CM/CS consultant are given the necessary authorities assigned by their nature and HIB/PMD. During the supervision and managing processes, these authorities will be the primary measures for consultant to take to force contractor acting in the expected manner or according to satisfied quality. These would be:

    1) When a minor change arises CM/CS have the authority to issue

    a FOF(field order form) in the limit of the confined cost of works

    or contract time;

    2) When a part of the works is in deviation or with poor quality,

    CM/CS have the authority to issue a Non-conformance Notice to

    the contractor and stop the associated works until remedial

    actions are taken and satisfaction is fulfilled;

    3) The CM/CS have the authority to maintain or order to

    contractor to ensure that all the machinery, equipments,

    permanent materials and workmanship are out of defect. The

    CM/CS also have the authority to propose to HIB/PMD to retain

    the corresponding part of the claim when the works is dictated

    defective;

    4) When there are unsafe acts or conditions, which CM/CS believes

    could result in death, serious injury, or a catastrophe, CM/CS

    have the authority to issue a Site Safety Notice and keep it in

    record as a base to evaluate the performance of the contractor.

    HIB/PMD will assist CM/CSs in understanding the specific quality expectations in the cited standard to facilitate understanding of required implementation activities. An aborative understanding will facilitate cooperation between contractor(s) and consultant.
