VII. PUBLIC HEARING

     B-160-09/10 Public Hearing Regarding the Budget Trailer Bill (SBX3 4) Giving the El

    Monte City School District the Authority to Use the Funds Received from

    the State for Tier III Programs for “Any Educational Purpose, to the Extent

    Permitted by Federal Law.” The Flexibility to Transfer Funds from these

    Programs is authorized for Five Years from the Current Year through

    2012-2013

    VIII. BOARD ACTIONS - It should be noted that the Board receives materials four to five days in

    advance for its consideration.

    A. Consent Items

    Consent items are those, which are fairly routine in nature. This section of the agenda permits the

    Board to deal with all of these agenda items in one motion. Any board member has the option of

    requesting that any individual item in this section be pulled and considered separately.

    ;;The Board is being asked to approve purchase orders as listed on the report provided. This

    report reflects purchase orders issued, names of vendors and department or site requesting

    the purchase.

    B-146-09/10 Consideration of Approval of District Collections for County Deposit

    ; The Board is being asked to approve all Current Year Income, Prior Year Income, and all

    Abatements and Reimbursements collected during the month of April 2010.

     B-147-09/10 Consideration of Approval of Revolving Cash Expenditures and State of California

    BankCard Expenditures

     ; The Board is being asked to approve the Revolving Cash Expenditure Reimbursements for

    the month of April 2010 and the State of California BankCard purchases for the month of

    March 2010.

     B-148-09/10 Consideration of Approval of Student Body Deposits and Expenditures

    ; The Board is being asked to approve the Student body Financial Reconciliation for

    the month of March 2010.

    ;;The Board is being asked to approve the Child Nutrition Purchase Orders for the months of

    March and April 2010 as listed on the report.

B-152-09/10 Consideration of Approval of Service and Consultant Contracts

    ; The Board is being asked to approve the list of Service and Consultant Contracts. The

    district periodically has a need to do business with outside vendors/consultants and needs

    contracts for the school year so that they can be called in to do work as needed. The work

    being done by outside vendors/consultants is work that cannot be typically handled by the

    existing district staff or the contractor or consultant fills a specific need for the district.

    B-154-09/10 Consideration of Approval of Revised Inter-Fund Transfers for the 2009-2010

    Fiscal Year

    ;;The Board is being asked to approve the revised contribution transfers between the various

    district funds as shown on the attached schedule of transfers. It is further recommended

    that the transfers not exceed $3,594,994 for the 2009-2010 fiscal year.

B-156-09/10 Consideration of Approval of Award of Service Contract

    ; The Board is being asked to award Garcia Construction Management Inc., the contract for

    Professional Inspection Services (DSA) at the LeGore Elementary School Growth Project

    A0506.

    ; The Board is being asked to give approval to Alsaleh Project Management the right to

    obtain lease-lease back bids on Project A1002 Painting at various schools.

    2010-2011 Collective Bargaining

    ; The following openers have been chosen by the California School Employees Association

    New Child Development Program Site within the District during the 2010-2011

    Recovery and Reinvestment Act of 2009 Head Start Expansion Funds for 2009-2010.

    S-37-09/10 Consideration of Approval of Individual Student Contracts and Master Contracts

    for Non-Public Schools and Non-Public Agencies for the 09/10 Fiscal School Year

    ; The Board is being asked to approve the individual student contracts and master contracts

    for use with Non-Public Schools and Agencies for the 09/10 fiscal school year.

    The 2009-2010 Master Contract Forms, Individual Service Agreement Forms, and all costs

    for services have been SELPA Negotiated and submitted to the El Monte City School

    District to use for students attending or receiving services through a Non-Public School or a

    Non-Public Agency.

    S-38-09/10 Consideration of Approval of Personnel for Migrant Summer Program Employment

    ; The Board is being asked to approve employment for the attached list of personnel for the

    2010 summer program. Employment is subject to adequate funding and enrollment.

B. Business Services

B-153-09/10 Consideration of Acceptance of Gift Donations

    ;;The Board is being asked to accept gift donations to the following schools/sites:

1. Cortada School

    a) $426.06 cash donation by Herff Jones and Planet Aid Inc., to be used for student

    incentives.

2. District Office

    a) $1,650.00 cash donation by Valley Vista Services, Greater El Monte VFW Post 10218,

    Longo Toyota, Dr. Lillian Prince, Rotary International Club, Marian Last, and El Monte

    Education Center, to be used for “Fiesta of Books.”

3. Nutrition Network

    a) $1,225.00 cash donation by Continental Company, Path Energy, Barragan & Barragan,

    City of El Monte, The Preferred Marketing Group, Longo Toyota, Von’s Credit Union,

    Los Angeles Center for Law & Justice, and Foothill Federal Credit Union, to be used

    for the Annual Nutrition Network Jog-a-Thon.

    4. Rio Vista School

     tha) $220.00 cash donation by Rio Vista School Parents, to be used for 6 grade study trip

    to the Getty Museum.

    5. Wright School

    a) $120.00 cash donation by Edison International, to be used for instructional supplies.

    b) $2,587.00 cash donation by Wright School Parents, to be used for instructional supplies.

    B-155-09/10 Consideration of Approval of the Budget Trailer Bill (SBX3 4) Giving the El Monte

    City School District the Authority to Use the Funds Received from the State for

    Tier III Programs for “Any Educational Purpose, to the Extent Permitted by Federal

    Law.” The Flexibility to Transfer Funds from these Programs is authorized for Five

    Years from the Current Year through 2012-2013

    ; The Board is being asked to approve the Budget Transfer as authorized by the Budget

    Trailer Bill (SBX3 4), which gives the El Monte City School District the authority to

    transfer funds from the Tier III programs to the unrestricted portion of the General Fund.

    The specific transfers are attached.
