A. INSTRUCTIONS FOR SCHOLARS CONTINUING THEIR STAY IN SINGAPORE UPON GRADUATION
1. Upon graduation, scholars may return home or stay in Singapore to:
- attend to matters in connection with their application to local universities
- seek employment (subject to approval from MOE and good academic results) in conjunction with
application to local universities
2. All Pre-University 2 scholars’ Student Passes will expire on 30 April 2010.
3. Scholars who wish to stay in Singapore for the above reasons are to adhere to the following guidelines
during these periods of stay:

B. PROCEDURES FOR APPLICATION OF LETTER OF CONSENT (LOC) / SOCIAL VISIT PASS (SVP)
1. Seeking employment before expiry of Student Pass (Jan – Apr 2010)
Procedure A – Application for Letter of Consent (LOC) before expiry of Student Pass
3Step 1: Apply for Letter of Identification (LOI) from MOE Scholarships Section
; Submit the following documents to MOE Scholarships Section for approval:
? Form A (Student’s Particulars Form)
? Form B (Confirmation of Employment) OR Letter of Employment
; Make appointment with Mr Ganesha between 9am to 1pm (Mon – Fri) at 6879 7442
(email: Ganesha_PERIASAMY@moe.gov.sg) for submission of documents Note: Scholars who have found employment can only start work after they are issued with LOC by MOM
Step 2: Issue of LOI from MOE Scholarships Section
; Scholars will receive ONE copy of LOI issued by MOE Scholarships Section after 5 working days
Note: Immediate collection of LOI will not be entertained
1 Letter of Consent is issued by Ministry of Manpower (MOM) to enable foreigners to take up employment in Singapore. Scholars who are Singapore Permanent Residents (SPR) need only to complete Step 1 of Procedure A in Section B if they wish to work in Singapore while applying for local universities. 2 Social Visit Pass is issued by Immigration and Checkpoints Authority (ICA) to enable foreigners to stay in Singapore. 3 Letter of Identification is issued by Ministry of Education (MOE) to verify scholars’ identity.
Step 3: Apply for LOC from Ministry of Manpower (MOM)
; Bring the following documents to MOM to apply for LOC:

? Form B (Confirmation of Employment) OR Letter of Employment
? Student Pass & Embarkation/Disembarkation Card
? Passport
Step 4: Submit a copy of LOC to MOE Scholarships Section
; Submit a copy of the LOC to MOE Scholarships Section (Attn: Mr Ganesha) by hand within 2
working days of issuance of LOC
IMPORTANT:
(i) The LOC will automatically lapse when the Student Pass expires on 30 April 2010. Scholars
who wish to continue to remain in Singapore will need to apply for a Social Visit Pass (SVP). (ii) Scholars who continue to work for the SAME employer are allowed to work with the original
LOC and a valid SVP.
2. Application for legal documents to stay in Singapore after expiry of Student Pass (May – Aug 2010)
Procedure B1 – Application for Social Visit Pass (SVP) after expiry of Student Pass
(Last day of application: 20 April 2010)
Step 1: Apply for Letter of Identification (LOI) from MOE Scholarships Section ; Submit the following documents to MOE Scholarships Section for approval:
? Form A (Student’s Particulars Form)
? A copy of ‘A’ Level Results
? Online acknowledgement page of application to local university
; Make appointment with Mr Ganesha between 9am to 1pm (Mon – Fri) at 6879 7442

Procedure B2 – Application for LOC after expiry of Student Pass
Step 1: Apply for Letter of Identification (LOI) from MOE Scholarships Section ; Submit the following documents to MOE Scholarships Section for approval:
? Form A (Student’s Particulars Form)
? Form B (Confirmation of Employment) OR Letter of Employment
? A copy of ‘A’ Level Results
? Online acknowledgement page of application to local university

Note: Scholars who have applied for LOC before expiry of Student Pass and have NOT changed employment need not re-apply for LOC
Step 4: Submit a copy of LOC to MOE Scholarships Section
; Submit a copy of the LOC to MOE Scholarships Section (Attn: Mr Ganesha) by hand within 2
working days of issuance of LOC
C. IMPORTANT NOTES WHEN APPLYING FOR LOC / SVP:
1. It is illegal to work without a Letter of Consent (LOC). Scholars can only start work after obtaining
the LOC.
2. The LOC is issued to the scholars for the company they have applied to work in. Scholars are to seek
MOE’s approval if they wish to switch employment. Scholars who have switched employment without
MOE’s approval will have their LOC invalidated.
3. It is illegal to stay in Singapore with an expired Student Pass. A monetary penalty will be imposed
by ICA for foreigners who overstay without the legal document.
4. The DEADLINE for the application of SVP is 20 April 2010. Application for SVP after this date will
NOT be entertained.
5. LOC will automatically lapse when the Student Pass expires on 30 April 2010 OR when SVP
expires on 30 August 2010 (if scholar applies for SVP by 20 April 2010)
