INTRODUCTION TO ANSI-CFP FOOD PROTECTION MANAGER CERTIFICATION PROGRAM

    The Conference for Food Protection is an independent voluntary organization that has identified the essential Standards of a nationally recognized Food Protection Manager Certification Program. The Conference for Food Protection has collaborated with the American National Standards Institute (ANSI), an independent third party accreditation agency to evaluate food manager protection certification programs and accredit those programs that meet or exceed all of the Conference for Food Protection Standards for Accreditation of Food Protection Manager Certification Programs (CFP Standards). Food Protection Manager Certification Programs are accredited for the protection of the public. Certification programs apply for and obtain accreditation only after going through a rigorous document review and on-site visit.

    Since its inception in 1918, ANSI has been creating the benchmark of excellence in U.S. voluntary standardization and conformity assessment systems. ANSI is responsible for the integrity of this audit process. Certification bodies applying for accreditation understand that throughout the process of compliance they will be treated according to ANSI’s cornerstone principles of openness, consensus, due process, and balance.

    By completing this application, you will have begun the first step toward compliance with CFP Standards.

All application questions must be submitted in writing.

GENERAL INFORMATION FOR SUBMISSION

    Process

    Please review each section/standard and the information being requested to demonstrate compliance. The documentation requested serves as guidance for documenting compliance. Please feel free to add any additional documents or descriptive information that you believe will assist the assessors in determining whether your certification program complies with the CFP Standards. Be consistent in your responses and reference each standard and each subsection of the standard with which you are demonstrating compliance.

    Fill out the application completely. Applications must be double-spaced, using an 11 or 12-point font size. Submit three copies of the application and supporting documentation.

Application Overview

    The application is divided into two sections.

Part 1 is an organizational questionnaire.

Part 2 is a questionnaire based on the CFP sections/Standards.

    Part 2 of the application is organized by the CFP sections/Standards.

    ; Attachments may be added to supplement your answer. Documentation attached may assist in demonstrating

    compliance with more than one standard. Please submit only ONE copy of each document, but you must

    reference the document in every standard in which you are using the document to demonstrate compliance with

    that standard. (i.e. You need only submit your by-laws once, but you must note the relevant sections for any

    standard where by-laws provide documentation of compliance.)

    ; When using an attachment to supplement an answer, note the attachment number on the question, reference the

    relevant clause(s), and cite the page number(s) and paragraphs in the application.

Review of Application

    ANSI will notify applicants of receipt of the application within five (5) working days. After applications are received, a ten

    (10) working day review period begins. At this time, ANSI will determine whether the material submitted is complete. If necessary, applicants may be asked to provide additional information for clarification. Requested information must be received within ninety (90) calendar days of request. When it is determined that the application is complete, assessors will be assigned to your certification body. You will be advised of the assessors’ names and given ten (10) working days to accept or provide information relating to conflict of interest regarding the assessor(s).

    The same assessors will be assigned to your certification body from your acceptance of them until the final determination of compliance.

Assessment Plan

    Accepted assessors will review your application and determine an on-site assessment plan. The assessment plan will be submitted to you for review and comment. Once the plan is agreed upon, an on-site assessment will ensue. Your certification body will be evaluated utilizing the, Conference for Food Protection Standards for Accreditation of Food

    Protection Manager Certification Programs. Be ready to supply additional applicable documentation to the assessors as

    requested. The length of the assessment will depend on several factors including the size of the certification body and programs being reviewed and the additional information that may be needed after your application has been reviewed.

Fees

    Application fee $1,500 per contract

     Includes: Application review, public notice of application, and audit plan.

    Examination Review $1,500 per contract

    Review of standards specific to the examination.

    On-site audit $1,500 plus expenses

    Includes: On-site audit, oral report at end of audit, written report with commendations,

    opportunities for improvement, and non-conformity statements.

    Corrective actions $1,000 per contract. This reflects costs associated with assessing corrected non-

    conformities related to specific standards.

    This is a fee to cover costs incurred by ANSI for review of corrective actions associated

    with any identified non-conformities. Per contract this fee remains the same regardless of

    the number of corrective actions.

SECTION 2.0 PURPOSE OF CERTIFICATION ORGANIZATIONS

    2.1 The certification organization shall have as a primary purpose the evaluation of those individuals who wish to

    secure or maintain Food Protection Manager Certification in accordance with the criteria and standards

    established through the Conference for Food Protection, and the issuance of certificates to individuals who meet

    the required level of competency.

    SECTION 3.0 STRUCTURE AND RESOURCES OF CERTIFICATION ORGANIZATIONS

    certification program activities.

     b. that staff possesses the knowledge and skills necessary to conduct the certification program or has

    available and makes use of non-staff consultants and professionals to sufficiently supplement staff

    knowledge and skills.

SECTION 4.0 FOOD SAFETY CERTIFICATION EXAMINATION DEVELOPMENT

4.1 Food safety certification examinations administered by accredited certifying programs must comply fully with all

    criteria set by the Conference for Food Protection (CFP) and must meet explicit and implicit standards to protect the

    public from food borne illness.

4.1.1 See documentation required under 4.2 and 4.3

4.2 Each certification organization must provide evidence that it meets the following

     professional requirements:

     a. ability to conduct or otherwise use a legally defensible and psychometrically valid job analysis;

     b. demonstrated experience in the development of psychometrically valid competency examinations;

     c. demonstrated capability to develop and implement thorough procedures for security of the item bank, printed,

    taped or computerized examinations, exam answer sheets and candidate scores;

     d. data handling capabilities commensurate with the requirements for effective

     processing, reporting and archiving of candidate food safety certification examination scores;

     e. demonstrated evidence of an understanding of and willingness to abide by the principles of fairness and due

    process;

4.2.1 a. Describe the process used to conduct the job analysis, including timelines, data collection formats and

    procedures.
