DETAIL FROM EACH AND NEW CHECKS PRINTED.
PUT YOUR CHECKS IN THE FEDERAL MAIL BOX OR POST OFFICE, OR HAND IT DIRECTLY TO
THE CARRIER. DO NOT PUT THEM IN YOUR MAIL BOX WITH THE RED FLAG UP SAYING “HERE I

Do not give personal information to phone callers The caller claims to be a jury coordinator. If you protest that you never received a summons for jury duty,
the scammer asks you for your Social Security number and date of birth so he or she can verify the
information and cancel the arrest warrant. Give out any of this information and bingo; your identity just got
stolen. The scam has been reported so far in 11 states, including Oklahoma, Illinois, and Colorado. This
(scam) is particularly insidious because they use intimidation over the phone to try to bully people into
giving information by pretending they're with the court system. The FBI and the federal court system have
issued nationwide alerts on their web sites, warning consumers about the fraud. Check it out here:
WATER HEATER SCAM
Some water heater installers are telling home Owners & Renters they need an “Expansion Tank” installed
with their new water heater. There is NO need for any home in Oceanside to install an expansion
tank! The City Building Dept has issued a reprimand to a company installing water heaters for Sears,
Lowe’s and Home Depot. Call the Building Dept. if you are told this device is required. Get a full
installation estimate, listing all parts and costs before agreeing to the job. Do not pay for the job
until it is completed to your satisfaction!
CITY COUNCIL “LIGHTS” BEVERLY GLEN
thSeveral Peacock Hills residents visited City Hall May 9 to encourage improved pedestrian crossing safety at Beverly Glen, Peacock Blvd. and Temple Heights.
Our City Council voted unanimously to approve the following; Peacock Blvd & Temple traffic signals and
crosswalks will be upgraded with countdown walk signs for the hearing impaired and beeper signals for the
Beverly Glen will have a new traffic signal, crosswalk markings, countdown, and beeper walk signs.
Installation should begin this year. In the meantime be extra careful crossing Oceanside Blvd. It’s
dangerous out there! Our appreciation and thanks to; Mayor Wood, Council members Esther
Sanchez, Jack Feller, Jerry Kern, Rocky Chavez and staff members, Paul Pace and Peter Weiss.
To celebrate project completion we will see about having a “Grand Senior Crossing” event led by the
Mayor and Council

ACTIVE REAL ESTATE SPECULATOR EFFORTS, TO BREAK COSTA SERENA’S SENIOR

FORTUNATELY, THE REAL ESTATE SPECULATORS ATTEMPTED TO FORCE COSTA SERENA’S
HAND BY INITIATING A LAW SUIT. THIS ACTION BROUGHT COSTA SERENA’S INSURANCE
COMPANY INTO THE ACTION WITH THE FUNDS TO MOUNT A LEGAL DEFENSE.
PEACOCK HILLS DIRECTORS WILL MONITOR THIS SR. COMMUNITY ASSULT AND ENCOURAGE
LEGISLATION TO PLUG LOOP HOLES AND ELIMNATE GREY AREAS IN EXISTING LAW.
THIS SITUATION IS ONE OF THE REASONS YOU ARE ASKED TO COMPLETE AGE SURVEYS, SO
WE CAN PROACTIVELY ENFORCE THE CC&Rs. YOUR ASSOCIATION ALSO HAS RESERVES,
SUFFICIENT TO MOUNT AGGRESSIVE LEGAL ACTION AGAINST VIOLATORS.
Your President has just walked both sides of every street in Peacock Hills, looking at streets and sidewalks
needing City repair attention. A list of every raised sidewalk crack, raised sidewalk joint (for grinding) and
street potholes and cracks will be reviewed with the City department responsible for maintenance. The
City has committed to addressing the issues raised in A LETTER sent by your Directors to appropriate City
During your President’s walk-about several things became obvious, in addition to the sidewalk and street
repair needs. The Obvious is, several streets look beautiful and several streets look like slums.
Pride of ownership is Obvious in many homes, neglect and lack of pride is readily seen in others. We will
be “recognizing” both conditions.
We are expecting the City to address needed improvements, can we as Owners do any less?
See the “Senior Beauty Contest” article in this Newsletter. It emphasizes a Community wide effort to
bring Peacock Hills’ appearance and property values to the highest possible level. Do your part. Be a
Proud Owner and Resident. Make your Momma proud!
We may occasionally long for those carefree times now gone by. For some of us that time was the 1950s;
for others, it was as far back as the 1920s. We older seniors remember a simpler time when moms stayed
at home, we lived in modest houses, and children could safely play together in the neighborhood park. Our
entertainment was radio, occasional movies, and reading. Homes often had big front porches that
encouraged friendly neighbor contacts. Some adults may have experienced Depression hardships, but life
seemed normal to our children.
The 1940s brought many changes – the disruptions of WWII, better jobs and a gradually improving quality
of life. Numerous new labor saving products appeared after the war. The G.I. Bill brought higher
education and home buying opportunity to veterans. Soon almost everyone had television. New vaccines
and medicines saved and lengthened lives. We passed laws protecting minorities and women.
Some downsides came with these changes. We became too busy to really know our neighbors. Garage
door openers made it possible to enter and leave a home without being seen.
We moved to smaller homes in Peacock Hills. Life has become more relaxed, especially for the retired.
We enjoy time with our computers and TVs, but we need personal relationships too.
We now have time to connect more with our neighbors. As we age, emergency situations may occur
when we really need a neighbor’s help, so it is easier and safer if we already know them. In our lovely
weather, strolling residents and those working in their yards can make an effort to greet each other, and
perhaps create new friendships. It might take a little effort, but we can recreate a little of those wonderful
neighborly times of long ago. It’s worth it!

Margie is making list of resources and individuals willing to assist our Residents with challenges that
frequently confront Seniors. If you need assistance and are not sure where to go, or if you can’t afford
assistance call Margie.
Please donate some of your time; driving, cleaning, fixing, simple repairs etc, call Margie (941-7906) and
volunteer. Margie is undertaking this responsibility as an individual caring member of our Community.
MEDICAL EQUIPMENT “LIBRARY”
Peacock Hill’s residents may borrow small sick room items such as walkers and canes by calling Ray
Miller at 940-9763 or Martha Winters at 941-9762.
These items have been donated by other residents in the area and should be returned when no longer needed. Many times people need such items, and can eventually acquire them through their insurance,
when they obtain approval from their doctor. Items requested are, of course, subject to availability.
A caring Community is like a family. We all benefit through Good Neighbors like Ray, Martha and Margie.
BEAUTY CONTEST FOR SENIORS
Anyone residing in Peacock Hills can enter this "Beauty Contest", no matter the age or physical
condition... and the great news is ... anyone can win!
All you have to do to enter is; beautify your property before the end of the year. Prizes will be
awarded to the "Beauty" in each of our four neighborhoods, with a Grand Prize awarded to the
property selected as "Best" in the community. The best looking street will also be recognized!
Each neighborhood will vote for their winner, which means looking around to see which neighbor
deserves the honor. The four winners will be featured in a Newsletter. Then the entire community will
select the Grand Prize winner. One of our future newsletters will identify the streets comprising each of
the four neighborhoods so you will know where to focus your attention.
We have six months to clean up, dress up and make up, your "Beauty" Contestant. Architectural
Chairman Bob Day is eagerly awaiting your approval requests for paint colors (if different), drive way
improvements, landscaping, etc. Weeding and cleanup doesn't require approval. Let's make Peacock Hills one of the prettiest places in the county.

VIOLATION PROCESS CLARIFIED
Owners and Renters were recently mailed copies of the ’07 Fine Schedule clarifying the process for subsequent fine levies for the same non-compliance issue.
Please remember, “Owners fine themselves by refusing to follow the CC&Rs they pledged to follow
when purchasing Peacock Hills property”.
Here’s an example of how the process will work. We will use Item 7, the Age and Single Family Residence
Violation Fine Schedule.
1. A Violation is noted, verified and a Friendly Good Neighbor Notice is sent the Owner (and Renter if
applicable), asking for Age or resident status verification.
2. Failure to respond, or a non-compliant response (CC&Rs are not being followed) will result in a
Hearing Notice stating the date, time and place of the hearing, the nature of the violation and the
potential amount of the initial fine as set forth in the fine schedule (For this example it’s $500.00 for
the first offense) and a statement that the owner may appear at the hearing and address the Board
as to why the fine should not be imposed or may submit a written response.
3. The hearing will usually be scheduled for the next Board meeting. At the meeting the Owner may
present any unusual circumstances for Board consideration. If an Owner fails to attend the hearing,
the hearing will proceed in their absence with the Board considering their written response, if any.
4. If at the hearing the Board finds that the violation occurred or is occurring, a fine may be imposed
and, if so, a Fine Notice Letter is sent the Owner stating the amount of the Fine (in this example
$500.00) with a specific date for payment and if the violation is ongoing, a date for compliance.
5. Factual evidence must be submitted to the Board by the Owner to prove compliance (Photographs
or request in writing for a Board member to inspect and verify compliance, or whatever it takes for
the Board to become aware that the violation has ceased. Failure to do so activates the next level in
the Fine Schedule and 7% compounding interest.
6. Continued failure to comply with the CC&Rs will result in a second Fine being assessed, 30 days
after the first Fine was levied. In the above example (Item 7) the Second Offense Fine is $1,000.
7. Failure to comply within 30 days after the Second Fine Notice Letter has been sent will result in a
Third Offense Fine of $2,000.
8. So far the total Fines levied for this “Example” of continuing Non-Compliance issue (# 7 for this
example) is $3,500.00 plus legal fees.
9. It is not our intent to supplement the Association budget through fines. It is our intent that the fines
be significant enough to gain compliance. Compliance is required!
Item 7 was used for the example because failure to heed this CC&R issue can result in the loss of
Senior Community status for Peacock Hills. Something we cannot permit!
