SITUATION

    The high frequencies of mining disasters in China have become a repeated nightmare not just to the employers and workers of the industry but also to the people and the government of the country. Before the memory of the 2008 mudslide catastrophe that killed more than 278 people started phasing out, on 21st of Feb. 2009, a new mining disastera pre-dawn mine blast in Shanxis Gujiao city refreshed and aggravated people

    s nightmarish memory again. China was notorious with the world's deadliest mining industry with the death of 3,200 people reported in 2008. Most of the mining disasters were occurrence resulted from illegal, unlicensed small mines, but the latest mining blast in the Tunlan Coal Mine has no attribution to the above as its monitoring system was hailed as the model of the industry and it is a state-owned mine. People cant help in

    wondering what the real problem was in the mining industry.

    You are requested to organize an investigating team to explore into the problem of the accident and provide suggestions and solutions for the government and industry.
