Notice to Exporters 201112 - New export control legislation

TOPIC: Export Control Legislation

    AUDIENCE: Exporters of controlled goods to specified sanctioned destinations

Details of new UK export control legislation

    1. The Export Control Organisation (ECO), part of the Department for Business,

    Innovation and Skills (BIS) has introduced three new legislative orders which

    implement the European Union (EU) sanctions imposed on Eritrea, Iran and Syria.

    The new legislation is as follows:

    ; The Export Control (Eritrea and Miscellaneous Amendments) Order 2011 (SI

    2011/1296)

     This provides for enforcement of certain provisions of the EU sanctions

    against Eritrea and also makes a minor amendment to entry ML9a1 of the UK

    Military List (Schedule 2 of the Export Control Order 2008) and additionally a

    minor amendment to the Export Control (North Korea) Order 2007 (SI

    2007/1334). This order comes into force on 13 June 2011.

    ; The Export Control (Iran) Order 2011 (SI 2011/1297)

     This provides for enforcement of certain provisions of the EU sanctions

    against Iran. It comes into force on 13 June 2011.

    ; The Export Control (Syria and Miscellaneous Amendments) Order 2011 (SI

    2011/1304)

     This provides for enforcement of certain provisions of the EU sanctions

    against Syria. It came into force on 25 May 2011. It also adds Syria to the list

    of embargoed destinations in Part 2 of Schedule 4 of the Export Control Order

    2008 and makes a minor amendment to the Export Control (Libya) Order

    2011 (SI 2011/825).

    3. These orders are made in conjunction with the Export Control Order 2008, which is

    the UK’s main legislation dealing with strategic export licensing. For further details:
