    MINUTE BOOK 38

    RECESS MEETING AUGUST 22, 2006

BE IT REMEMBERED that the Mayor and Board of Aldermen of the City of Pass Christian,

    Mississippi, met on the above date at 948 East Second Street, Pass Christian, Mississippi, at

    6:00 P.M.

     Present: Mayor Leo “Chipper” McDermott, Aldermen: Lou Rizzardi, Joseph

    Piernas, Anthony Hall and Huey Bang, City Attorney/Chief Administrative Assistant

    Malcolm Jones, Police Chief John Dubuisson, Comptroller Cynthia Burkett and

    Deputy City Clerks Donna Burgess and Val Isabelle.

    There being a quorum present to transact business of the City of Pass Christian; the

    following proceedings were had and done:

    On motion of Alderman Piernas, seconded by Alderman Rizzarid, carried unanimously,

    emergency was redeclared.

     At this point in the meeting Bruce Anthony, WPSCO, gave status reports on sewer

    service, water service, billing and collections meter reading. Exhibit W-1.

     On motion of Alderman Piernas, seconded by Alderman Rizzardi, carried

    unanimously request to purchase new 60 HP pump motor for Market street well total

    $3800.00, was ratified. Exhibit W-2

     On motion of Alderman Piernas, seconded by Alderman Hall, carried unanimously,

    request from Chief Dubuisson to reimburse Officer Thomas Antoine $213.98 for his

    personal cell phone that was accidentally broken during a required training at the firing

    range on August 8, 2006. Exhibit P-1.

     On motion of Alderman Piernas, seconded by Alderman Rizzardi, carried STunanimously, letter from Chief Dubuisson stating that on the 1 day of August Wanda

    Martin was hired as a Dispatcher, her starting date will be August 21, 2006 was spread on

    the Minutes. Exhibit P-2.

     On motion of Alderman Hall, seconded by Alderman Rizzardi, carried unanimously,

    resignation from Anthony Piazza effective August 24, 2006 was accepted. Exhibit P-3

    On motion of Alderman Piernas, seconded by Alderman Rizzardi, carried unanimously,

    request to reimburse Clinton Jacobs $21.39 for the purchase of items used for vehicle

    maintenance from O’Reilly Auto Parts for unit 24, was approved. Exhibit P-4.

    On motion of Alderman Hall, seconded by Alderman Piernas, carried unanimously, request

    from Chief Dubuisson to hire Lillian Hicks to train as a part-time Dispatcher with a pay of $7.50 per

    hour was approved. Exhibit P-5

    On motion of Alderman Hall, seconded by Alderman Rizzardi, carried unanimously, raising

    building elevations across the board 4 feet effective September 15, 2006 was discussed. Exhibit A-1.

    On motion of Alderman Hall, seconded by Alderman Rizzardi, carried unanimously, raising

    building elevations across the board 4 feet effective September 15, 2006 was tabled. Exhibit A-1

    On motion of Alderman Hall, seconded by Alderman Piernas, carried unanimously, granting

    request from variance of 1000 sq ft requirement for Mary and Thomas Robinson, 328 Clarence Ave,

    for 630 sq ft house, donated by Camp Coast Care was approved. Exhibit A-2.

     On motion of Alderman Piernas, seconded by Alderman Hall, carried unanimously,

    September 4, 2006 was declared a legal holiday in observance of Labor Day. Exhibit A-3.

    On motion of Alderman Hall, seconded by Alderman Rizzardi, carried unanimously,

    moving car show, scheduled September 2 & 3, from Harbor location to City Park was approved

    with the understanding that no car are to be in the park.

     On motion of Alderman Hall, seconded by Alderman Piernas, budget request from the Pass

    Christian Public Schools For Fiscal Year July 1, 2006 through June 30, 2007 was approved. Exhibit

    A-5.

     Those voting Aye: Alderman Rizzardi, Piernas and Bang

     Those voting Nay: None.

     Abstained: Alderman Hall.

Motion carried.

     On motion of Alderman Bang, seconded by Alderman Rizzardi, carried unanimously,

    payment to Southern Printing & Silkscreening, Inc, in the amount of $240.00 for signs for the Gray

    Hut for Volunteer Registration was approved. Exhibit A-6.

    On motion of Alderman Piernas, seconded by Alderman Rizzardi, carried unanimously, the

    claims docket was approved,

     On motion of Alderman Hall, seconded by Alderman Rizzardi, carried unanimously, Item 8

    under Administration “Executive Session regarding Administrative Personnel, was moved to the

    end of the agenda.

     At this point in the meeting Public comment was heard regarding various issues.

     On motion of Alderman Hall, seconded by Alderman Rizzardi, carried unanimously, the

    Board went into Executive Session regarding Administrative Personnel.

    * * * *

     On motion of Alderman Hall, seconded by Alderman Piernas, carried unanimously, the

    Board came out of Executive Session. No action taken.

     On motion of Alderman Piernas, seconded by Alderman Rizzardi, an additional $500.00 was

    allocated for supplies and $1300.00 was allocated for purchase of copy machine for making

    necessary copies of information from the Corps of Engineers.

On motion of Alderman Piernas, seconded by Alderman Hall, carried unanimously, the

    Meeting was recessed until September 5, 2006, 6:00 P.M.
