FINANCE COMMITTEE MINUTES
November 4, 2003
Meeting opened at 7:00 p.m.

; Minutes of 10/28/03 approved 5-0.
; Provided revised Stabilization Fund Balance Sheet. Balance is $174,489.
; Provided revised Reserve Fund Balance Sheet. Balance is $29,059.15.
; Received Minutes from the 10/21/03 Special Town Meeting.
; Received 3-month Budget vs. Actual Spreadsheet for the Norris budget. Finance Committee requests
monthly report, if they are available.
; Discussion of Department of Revenue meeting in Springfield. Distributed financial materials from
Hampshire Regional School, received at the meeting.
; Received copies of the Southampton and Hampshire Regional pothole monies applications. ; Received ATFC newsletter.
; Discussed scenario of budget cuts required if Hampshire regional override passes in Westhampton
and fails in Southampton. Finance Committee discussed a 3% across-the-board cut to all wage and
expense lines with the exception of Article 6 - Hampshire Regional School, Article 8 E. Veterans
Services, Article 10 - Debt Service, Article 11 – Miscellaneous Expenses, Article 12 – Enterprise
Funds. Resulting cuts are approximately $150,000. Finance Committee will recommend an Article
on the warrant for Special Town Meeting to make the above recommended cuts if the override for the
Hampshire Regional School fails.
; Finance Committee will recommend an Article on the warrant for Special Town Meeting to transfer
$52,055 from the Stabilization Fund to pay for the special education court judgement against
Southampton. The Stabilization Fund may specifically be used for payment of final court judgements.
This Article would be passed over if the override for the local school passes. ; Reserve Fund set-aside for Snow Insurance increased from $5,000 to $5,500 to more accurately
reflect anticipated cost. Ed Cauley will forward cost as soon as received.
; Discussion of wage payment for Assessors training. JOM reported that PPPB has no jurisdiction
regarding payment of wages for elected officials. Finance Committee position remains that expenses
for training may be deducted from the Assessors expense account as recommended by the Board of
Assessors. Finance Committee is not aware of any mechanism in which to pay wages for elected
officials which were not funded by a stipend or salary.
; Personnel Change Form – Ralph Morton hired as Standby EMT. Approved 5-0.
