AUDITED FINANCIAL STATEMENTS DUE DECEMBER 1: The audited financial

    statements that are completed by district finance auditors is the final piece of information the department collects for the most recently ended school fiscal year. The statements are reconciled to district and auditor reported data on the PI 1505 Annual Report and the PI 1506 AC. Therefore, it is important that this information be received in a timely fashion so that the finance team can complete and close the auditing of prior year finance data.

    The district administrator, board clerk and auditor will receive a letter addressing the potential withholding of aid should the audited financial statements not be filed by the December 1 due date.

OTHER UPCOMING REPORTS DUE: PI 1570 High Cost Special Education Report due

    December 1, PI 1504 Budget Report and PI 1504 SE Budget Report due December 4.

COBRA PREMIUM SUBSIDY: A document addressing the COBRA premium subsidy has

    been added to the WUFAR accounting issues and coding examples section of the DPI website.

    The document is titled “COBRA Premium Subsidy” and provides information on how to account for the 65% premium payment by the district, and the credit to the district when filing IRS Form 941. The new document is available under the WUFAR link or directly at:

TAX LEVY INFORMATION: Individual school district tax levy information for 2009-10 is

    available on the team’s website under the “Tax Levy Info” on the left hand scan bar of the team’s home web page or directly at http://www.dpi.wi.gov/sfs/taxlevy.html

2009-10 PI 1547 TRANSPORTATION REPORT FOR 2009 SUMMER SCHOOL: This

    report is now closed and will reopen next June for districts to enter regular school year transportation data.

PREVAILING WAGE INFORMATION: The finance team has been asked to share the

    following information with school district business staff.

    FROM: Labor Standards Bureau Construction Wage Standards Section

    RE: New prevailing wage law provisions affecting school districts

    On January 1, 2010, significant changes in Wisconsin’s prevailing wage law will take effect. These changes will affect nearly every public entity in the state, including local school districts under Section 66.0903, Wisconsin Statutes. Under state and federal laws, prevailing wages must be paid to individuals who work on public works projects.

We request that you circulate this letter to all public school districts.

    Any public works project that has a total estimated project cost of at least $25,000 will require a prevailing wage rate determination issued by the Department of Workforce Development (DWD). Public works include erecting, constructing, remodeling, repairing, and/or demolishing projects for a local governmental unit, in this case a public school district. State law excludes minor

    service or maintenance work, warranty work, or work under a supply-and-installation contract. There is a statutory definition for each of these exclusions.

    Effective January 1, 2010, a school district that has a public works project of $25,000 or more must do all of the following:

    ; At least 30 days before soliciting bids or negotiating contracts, request a prevailing wage

    rate determination for the project from DWD. An Application for Prevailing Wage Rate

    Determination is available on the DWD website:

    ; Let potential contractors know the project is subject to state prevailing wage law when

    soliciting bids.

    ; Include the prevailing wage rate determination in the construction contract, or if there is no

    written contract, provide a copy of the project determination to each prime contractor.

    ; Tell contractors that they must provide DWD certified payroll records on a monthly basis

    in a format that meets DWD reporting requirements.

    ; Post the prevailing wage rate determination on the project site.

    ; Notify project contractors that if DWD finds a contractor violating the prevailing wage law,

    DWD will assess liquidated damages of 100% of the wages owed to employees.

    ; Obtain an Affidavit of Compliance from each prime contractor before making final

    payment for the project.

    If a school district currently has a prevailing wage project underway and work on that project will continue in 2010, the district must do the following:

    ; Inform all project contractors that effective January 1, 2010, they must file certified payroll

    records with DWD on a monthly basis in a format that meets DWD reporting requirements.

    The first certified payroll reports must be filed with DWD by the end of the first week in

    February 2010.

    Another new provision also may affect school districts. A prevailing wage determination is required for any completed facility that is leased, purchased, lease-purchased or otherwise acquired by or dedicated to a school district in lieu of the school district contracting for the project.

STATE FISCAL STABILIZATION FUND (SFSF) REVENUE FOR 2009-10: It is

    anticipated that school districts will again receive State Fiscal Stabilization Fund revenue that will replace a portion of the districts’ October 15 general equalization aid certification. Many details are unknown at this time but additional information about the federal State Fiscal Stabilization Fund program is now available as a link on the finance team’s home web page or directly at

    http://www.dpi.wi.gov/sfs/sfsf.html. Estimated 2009-10 stabilization fund revenue broken down

    by district can also be accessed on that web page or directly at
