    MOINAK ELECTRICITY TRANSMISSION PROJECT

    ENVIRONMENTAL MANAGEMENT PLAN

Background

    Implementation of the Moinak Electricity Transmission Project will provide power delivery from the Moinak Hydroelectric Power Plan (MHPP) with 300 MW capacity under construction on the Charyn River in Raimbek raion of Almaty Oblast. MHPP will reduce the deficit of electric power (especially peak power) in Southern Kazakhstan.

    The Moinak Electricity Transmission Project consists of two components construction of overhead

    transmission lines (OHTLs) and modernization/reconstruction of substations (SSs):

     reconstruction/modernization of 220 kV Shelek SS and 220 kV Robot SS and construction

    of 220/110 kV Moinak HPP Outdoor Switchyard (OSY);

     construction of 220 kV OHTL Moinak HPP 220 kV Shelek SS and 220 kV Moinak HPP

    220 kV Robot SS.

    Environment issues of construction are different for the OHTLs and SSs. Therefore, the Environmental Management Plan (EMP) consists of two parts: part I reconstruction and

    modernization of SSs and part II construction of OHTLs. Each part of EMP provides for the

    following sections:

    Section 1 project description.

    Section 2 plan of impact mitigation and pollution management.

    Section 3 monitoring requirements.

    Section 4 institutional measures for EMP implementation.

    Section 5 public consultations with affected people and stakeholders.

Section 1 Project description

    Part I Reconstruction/modernization and construction of substations

    Construction of 220/110 kV OSY at MHPP:

    The works include the construction with a configuration consisting of double main busbars and

    transfer bus with single circuit breakers. The configuration includes SF6 circuit breakers,

    disconnect switches, current and voltage transformers, and lightning overvoltage and relay

    protection systems.

    Reconstruction/modernization of 220 kV Robot SS:

    The project includes installation of the high voltage equipment in the reserve bay for 220 kV

    OHTL Moinak HPP Robot SS and replacement of high voltage equipment: circuit-breakers,

    disconnectors, current and voltage transformers, surge arresters as well as control and

    protection system.

    Reconstruction/modernization of Shelek SS:

    The works include the reconstruction/modernization of the 220 kV OSY topology to “H-

    connection of transformers with the circuit-breakers incorporated in the transformer circuits

    and the repair bridge located on the side of transformers” and replacement of circuit-breakers,

    disconnectors, current and voltage transformers, and lightning overvoltage system as well as

    modernization of relay protection system.

Part II Overhead transmission lines

    This component includes construction of 220 kV OHTL Moinak HPP 220 kV Shelek SS and 220 kV

    OHTL Moinak HPP 220 kV Robot SS.

    Route of 220 kV OHTL 220 kV Moinak HPP 220 kV Shelek SS is 97 km long, and passes the

    territory of Enbekshikazakhsky raion of Almaty oblast used as grazing land.

    The route of 220 kV OHTL Moinak HPP 220 kV Robot SS is 225 km long, and passes the territory

    of Enbekshikazakhsky, Ilisky and Talgarsky raions of Almaty oblast used as grazing land. The routes of OHTL do not cross any mineral deposits and specially protected natural areas (national parks).

    To ensure safety and normal operating conditions of electrical grid and to prevent accidents the establishment of protected zone is projected for 220 kV OHTL.

    Projected OHTL routes cross Charyn River as well as numerous small rivers. Long-span towers at river crossing will be erected outside of river water protection zone.

    During construction period the main sources of environment pollution are construction mechanisms, which disturb the soil and plant cover.

    Temporary impact will be added by pollutant emissions of construction equipment exhaust. Soil and plant covering pollution might occur in places of petroleum, oil, and lubricant store places. In addition to that, environment is also affected by:

    newly constructed and extended substations with their structures and OHL towers due to land

    acquisition;

    reactors and autotransformers being the noise sources and possible subterranean waters pollution. In order to prevent destruction of fauna it is prohibited:

     to burn out vegetation, use toxic chemicals for shrubbery clearing of territories subject to

    construction of energy structures;

     to pollute soil with petroleum, oil, lubricants, and other substances dangerous for fauna and

    animals’ habitat.

    Construction of the project structures will be carried out by workers living in temporary mobile camps. Camps will be located not closer than 250 m from rivers. Wastes will be transported to special waste storage areas.
