Notice of Partial Revision of Engineering Construction Standard No.27 It is hereby noticed that the National Standard "Code for Fire Prevention of Building Design" has been partially revised by Tianjin Fire Protection Science Research Institute of the Ministry of Public Security together with related units, and jointly reviewed by the departments concerned. The partially revised articles now being approved are: Article1.0.3, Article 5.1.1, Article 5.1.1A, Article 5.1.3, Article 5.1.3A, Article 5.3.1, Article 5.3.6, Article 5.3.6A, Article 5.3.7, Article 5.3.12, Article 7.2.3, Article 8.7.1A, Article 8.7.1B, Article 10.2.8, Article 10.3.1A, Article 10.3.1B, which will come into force on May 1, 2001. All the article contents being partially revised this time are mandatory articles, and must be observed. The stipulations in corresponding articles of this Code are annulled simultaneously. The Ministry of Construction of P.R.C April, 2001 Article 1.0.3 This code is applicable to the following newly-built, extended, and reconstructed industrial and civil buildings: I. Residential building of nine stories and less (including residential buildings with commercial service network on the base floor) and other civil buildings with building height of less than 24m, as well as single-story public buildings with building height over 24m; II. III. Single-story, multi-storied, and high-rise industrial buildings; Underground civil buildings.
This code is not applicable to the explosive plant (magazine), fireworks plant (store), blackout plant building, civil air defense work, subway and other underground non-civil buildings, production zone of oil refineries and petrochemical works. Note: The building height is the height from the outdoor ground of the building to the top of its parapet or the edge of eaves. The observation towers, cooling towers, water tank rooms, microwave antenna rooms, elevator machinery rooms, air exhauster and fume extractor rooms, and the small rooms at the exit of stairs, etc. are not counted into the height and number of
stories of buildings. Basement, semi-basement with its roof over the outdoor ground level for less than 1.5m, are not counted into the number of stories of the buildings. [Additional notes] This article is the modification of the original one. In recent ten years, urban underground civil buildings, especially underground stores have been developed very quickly, and fire-fighting work is facing a grim situation. To improve the fire prevention design of those places, and to effectively control the occurrence of fire that causes mass casualties, we have incorporated the research achievements on underground buildings from home and abroad, and included the fire prevention requirements on underground civil buildings into this code.
