The Ministry of Construction of P.R.C April, 2001 Article 1.0.3 This code is applicable to the following newly-built, extended, and reconstructed industrial and civil buildings: I. Residential building of nine stories and less (including residential buildings with commercial service network on the base floor) and other civil buildings with building height of less than 24m, as well as single-story public buildings with building height over 24m; II. III. Single-story, multi-storied, and high-rise industrial buildings; Underground civil buildings.
This code is not applicable to the explosive plant (magazine), fireworks plant (store), blackout plant building, civil air defense work, subway and other underground non-civil buildings, production zone of oil refineries and petrochemical works. Note: The building height is the height from the outdoor ground of the building to the top of its parapet or the edge of eaves. The observation towers, cooling towers, water tank rooms, microwave antenna rooms, elevator machinery rooms, air exhauster and fume extractor rooms, and the small rooms at the exit of stairs, etc. are not counted into the height and number of
stories of buildings. Basement, semi-basement with its roof over the outdoor ground level for less than 1.5m, are not counted into the number of stories of the buildings. [Additional notes] This article is the modification of the original one. In recent ten years, urban underground civil buildings, especially underground stores have been developed very quickly, and fire-fighting work is facing a grim situation. To improve the fire prevention design of those places, and to effectively control the occurrence of fire that causes mass casualties, we have incorporated the research achievements on underground buildings from home and abroad, and included the fire prevention requirements on underground civil buildings into this code.     April, 2001 Article 1.0.3 This code is applicable to the following newly-built, extended, and

    reconstructed industrial and civil buildings:

    I. Residential building of nine stories and less (including residential buildings with

    underground civil buildings into this code. The civil air defense work, subway and other

    underground non-civil buildings have strong specialty and special fire prevention

    requirements, which are quite different from normal building design. They also have their

    own special code, such as “Code for Design of Fire Prevention of Civil Air Defense Work”,

    “Code for Design of Subway” etc., therefore, this code is not applicable to the design of fire prevention of civil air defense work, subway and other non-civil underground buildings.

    Article 5.1.1 The fire-resistance class, number of stories, length and floorage of civil

    buildings shall meet the requirements in Table 5.1.1.

    Note: ? Important public buildings shall be buildings with fire-resistance class of

    Class I and Class II. If it is difficult for stores, schools, canteens, and market halls to use

    the buildings with fire-resistance class of Class I and Class II, buildings with

    fire-resistance class of Class III can be adopted.

    ? The building length refers to the total amount of the center line length of each

    section of the building. If there is irregular plane, which has different ways of

    measurement, the relatively larger value shall be adopted.

    ? If automatic fire extinguish system has been installed in the building, then the

    maximum allowable floorage on each story can be doubled on the basis of this table. If

    the system is installed locally, then the additional floorage shall be one time of the local

    area.

    ? Fire prevention zones shall be separated with fire wall. If it is difficult to do that,

    then fire rolling door or water curtain can also be adopted to separate the zones.

    ? Places for children such as nursery, kindergarten, and children playgrounds etc. shall

    be built separately. If they have to be located in other buildings, then separate entrance

    and exit shall be provided.

    [Additional notes] This article is the modification of the original one.

    I. In recent years, many commercial service facilities in large, medium-sized cities have built

    the children playgrounds on the upper floors of the building. Since infants and children have

    difficulties to escape in a fire, such kind of practice is very hazardous. Therefore, we have

    specified the location of those places in this article.

    II. Note 5 is a new item: the stipulation that requires nursery, kindergarten and children

    playgrounds to be built independently is based on the consideration that infants and children are lack of the ability to escape and save themselves, if those places are set in other buildings, then they might be threaded by fires caught in other places of the building. Therefore, this article requires those buildings to be built independently. At the same time, considering the situations are different in each place, we have stipulated that if those places have to be set in other buildings, then independent entrance and exit shall be provided.

    Article 5.1.1A Places of song and dance, recreation, projection, and amusement such as

    song and dance halls, video halls, nightclubs, projection halls, karaoke halls (including restaurants with the function of karaoke), recreation halls (including electronic game halls), Sauna bathrooms (except the shower and bathing places), internet bars etc.(hereinafter referred to as places of song and dance, recreation, projection, and amusement in brief), shall be located near the outside wall and on the first, second, or third floor of the buildings with fire-resistance class I or II. They shall not be located on the two sides or the end of a U shape corridor. When they have to be located on the other floors of the building, then the following stipulations shall be satisfied:

    I. They shall not be located on or below the second floor underground. When located on the first floor underground, the elevation difference between the floor level of the first floor underground and the ground level of the outdoor entrance and exit shall not exceed 10m; 2; II. The floorage for one hall, room shall not exceed 200m

    III. Smoke proof or exhaust facilities shall be installed. For underground rooms, windowless rooms or rooms on the ground with fixed windows, and evacuation passage longer than 20m without natural ventilation or evacuation passage with natural ventilation but longer than 40m, mechanical smoke extraction facilities shall be installed.

    I. In recent years, fire of mass casualties has occurred in places of song and dance, recreation, projection and amusement very often. In order to protect people’s personal safety, and reduce the loss of property, the relevant stipulations have been made for places of song and dance, recreation, projection and amusement.

    II. If the rooms in the places of song and dance, recreation, projection and amusement are located on the two sides or at the end of U-shape corridors, they will be inconvenient for people to escape. For instance, one song and dance hall in a place was located at the end of a U-shape corridor, when it caught a fire, the emergency exit of the song and dance hall was blocked by fire and smoke, people were unable to escape, and this resulted in 13 deaths. III. “One hall, room” refers to one independent place of song and dance, recreation, projection

    or amusement. The limitation of 200m

    2 floorage is to restrict the fire into a certain area, and to

reduce the casualties. For the fire partition between those places and other places, see the

    stipulations in Article 7.2.3.

    IV. Many fire cases shown that, most of the people died of suffocation caused by inhaling

    toxic fume. Therefore, requirements on smoke proof, exhaust facilities have been made for

    those places.

    V. The index of the maximum number of persons can be hold has been given in Article 5.3.12.

    VI. Article 8.7.1B and Article 10. 3.1B of this code has also made stipulations for automatic

    fire sprinkling systems and automatic fire alarm systems to be installed in those places.

    VII. For evacuation signs, they are stipulated in Article 10. 2.8. 2.

    Article 5.1.3 Fire prevention zones in underground, semi-underground buildings shall be If automatic fire extinguish system has been installed, then the maximum allowable area of

    I. The underground, semi-underground buildings mentioned in this article include not only the

    basement, semi-basement in a building, but also the underground, semi-underground

    buildings built independently. The fire conditions and the conditions for extinguishing the fire

    in underground, semi-underground buildings are quite different from that above the ground,

    which are mainly the difficulties for people to evacuate, and the difficulties for firemen to

    wipe out the fire. Therefore, this article has stipulated that the maximum allowable floorage of

    each fire zone shall not exceed 500m2.

    II. The stipulation that requires using fire wall to separate fire zones is to ensure the reliability

    of the fire prevention zones in underground buildings.

    Article 5.1.3A Underground stores shall meet the following requirements: I. The business halls should not be on or below the third floor underground, and shall not be

    engaged in or store the commodities with the storage property of fire risks of type A, B;

    II. If automatic fire alarm systems and automatic fire sprinkling systems are installed, and the

    inner decoration of the buildings conform to the existing National Standard “Code for Design

    of Fire Prevention of Inner Decoration of Buildings” GB50222, the maximum allowable

    floorage of each fire zone in its business hall can be increased to 2000m2. When the total

    2floorage of the underground store is larger than 20000m, it shall be separated with fire walls, and no doors, windows or openings shall be allowed on fire walls;

    III. Smoke proof and exhaust facilities shall be provided. The design of smoke proof and

    exhaust facilities shall be in accordance with the stipulations of the existing national standard

    “Code for Design of Fire Prevention of Civil Air Defense Works” GB50098.

    [Notes] New article.

    I. Commodities with the storage property of fire hazardous type A, B, are very easily to catch

    fire, and the fire is difficult to be wiped out. So it is strictly stipulated that such commodities

    can not be sold in business halls, and stored in the warehouses.

    II. When the business hall is located on or below the third floor underground, since there are a

    large quantity of commodities to be sold and stored, the fire risks is relatively higher, and

    vertical evacuation distance is longer, once a fire occurred, it will be more difficult to wipe

    out the fire, exhaust the smoke and fume, and evacuate people. Therefore, the business hall

    should not be located on or below the third floor underground. “should not” is used is based

    on the consideration that if the commodities are incombustible, or nonflammable, then they

    can be stored on or blow the third floor underground according to specific conditions.

    III. In order to reduce the fire hazards to the minimum, at the same considering the

    requirements of using and operating, and with reference to the relevant standard abroad and

    different conditions such as density of people and the management of the department store in 2 and the store shall be separated with fire walls, and there shall be no doors, our country etc., we stipulated that the total floorage of underground store shall be no larger windows or openings on the fire walls. Total floorage includes the service area, storage area than 20000m

    and other auxiliary service area etc. To have such kind of stipulation is to solve the problem in

    present construction projects, that the scale of underground stores is getting larger, and fire

    rolling doors are used for fire prevention partition, thus the underground store of over ten

    thousand square meters has been jointed together, which are disadvantageous to the safe

    evacuation of people and wiping out of fire. In the case when there are exits, escalator, or

    open stairs connected to the upper floor and lower floor of the store, the division of fire

    prevention zone is specified in other corresponding articles of this code.

    IV. Since there is no special requirement in this code for smoke proof and exhaust within a

    building, while the smoke proof and exhaust are very important to the evacuation and rescue

    of people, the smoke proof and exhaust facilities for underground stores are required. The

    design requirements for the smoke proof and exhaust facilities have common points with that

    for the civil air defense works, so it is specified to implement the stipulation in National

    Standard “Code for Design of Fire Prevention of Civil Air Defense Works”.

    V. For the evacuation signs, see the stipulations in Article 10.2.8.

    Article 5.3.1 The number of emergency exits in a public work or vestibule-type residential

building shall be no less than two, but one is also acceptable if the following requirements are

    2satisfied: and there will be persons no more than 50, it can have

    also have one door open outwards, provided that the net width of door is larger than 1.40m

    The number of evacuation exits in places of song and dance, recreation, projection, and

    amusement shall be at least two. If the floorage is less than 50m2, then one evacuation exit is also acceptable

    II. For buildings of two or three stories (except hospitals, sanatoriums, nurseries, and

    kindergartens) which meet the requirements in table 5.3.1, one evacuation stairs may be

    provided.

    III. For single-storied public buildings (except nurseries, kindergartens), if its floorage is

    within 200m2, and there will be persons of no more than 50, then one emergency exit directly

    opened outwards may be provided.

    IV. For public buildings with fire-resistance of class I and II with at least two evacuation stairs,

    if there is local raise on the top with no more than two stories of the raised section and the

    floorage of each story within 200m2, and the total number of people within 50, then it can

    have one stairs, provided that there is another emergency exit directly connected to the flat

    roofing.

    Article 5.3.6 Each fire prevention zone of underground, semi-underground buildings shall with floorage less than 50m

    2have no less than two emergency exits. But with floorage less than 50m, and no more than 10

    people, one fire exit is also permitted.

    In case there are two or more than two fire prevention zones arranged adjoining to each other

    in the underground, semi-underground buildings, then each fire zone can use the fire door to

    the next adjacent zone on its fire wall as the second emergency exit. However each fire zone

    shall have at least one emergency exit directly to the outside.

    For the underground, semi-underground buildings with floorage no more than 500m2, which

    holds less than 30 people, its straight mental ladder can be used as the second emergency exit.

    Places of song and dance, recreation, projection and amusement shall have at least two

    2evacuation exits. When its floorage is within 50m, one evacuation exit is permitted, but the

    width of evacuation exit shall be determined through calculation based on the number of

    people and no less than 1.0m/hunderd people;

    Note: The stairs room of basement, semi-basement shall be separated from other areas on the

    first floor with fire partitions of at least 2.00h fire-resistant limit, and shall be connected

    directly to the outdoor. When a door has to be provided on the partition, it must be a fire door

    of Class B or high than Class B. Basement or semi-basement shall not share the stairs room with the ground floors, when the

    stairs room has to be shared, then a partition with at lest 2.00h fire-resistant limit and a fire

    door of class B shall be installed with clear sign, at the entrance and exit from the first floor to

    the basement or semi-basement [Additional notes] This article is the modification of the original one.

    I. We added in the stipulation that the total width of evacuation exit in places of song and

    dance, recreation, projection, and amusement shall be determined according to the index of

    per hundred people to be evacuated;

    II. The stipulation that requires at least two exits of each room in places of song and dance,

    recreation, projection, and amusement, is based on the consideration that when one exit is

    blocked by fire, people can escape through the other evacuation exit. For room with floorage

    less than 50m

    2, one evacuation exit can be accepted since the area is small and people are less,

    and is relatively easier to evacuate.

II. If there is no effective separation between the underground floors and ground floors, it is

    very likely for the fire underground to spread to the ground floors. The fire occurred in a song

    and dance hall on the fourth floor of one business building, which caused the death of 309

    people, is a typical case. To prevent the smoke and flame underground spreading to other

    floors on the ground, and to avoid people on upper floors getting into the basement floors by

    mistake, this article provides the specific stipulations about the measures for separating

    underground floors and ground floors, and the signs.

    The relevant standards in other countries also have the similar provisions, for instance, the

    “Unified Building Standards” of U.S.A has specified that: the exit stairs of the basement shall

    be connected directly to the outside of the building, and shall not go through the first floor.

    The “Code for Fire Prevention of Public Buildings” of France also has the stipulation of

    separating the emergency stairs of underground from that of gourd floors.

    Article 5.3.6A The emergency exits or evacuation exits in a building shall be arranged separately. The horizontal distance between the nearest two edges of the two adjacent

    emergency exits or evacuation exits shall be at least 5.0m.

    The plane location of the stairs room of evacuation stairs shall not be changed (except

    otherwise specified in this code).

    [Notes] Newly added article.

    I. The purpose of the stipulation on emergency exits, evacuation exits arrangement is to avoid

    the exits being blocked by the crowd due to the close location of emergency exits or room

    exits. The distance between exits is determined based on the actual situation in our country

    and with reference to the corresponding standards in other countries. For instance, the “code for Fire Prevention of Public buildings” of France specified that: the distance between two

    evacuation doors shall be no less than 5m; “Code for Australian Building Construction” of

    Australia specified that: in the buildings of type 9b (i.e. places for public gathering), the

    distance between two evacuation exits shall be no less than 9m.

    II. The stipulation that requires the plane location of evacuation stairs room on each floor not

    to be changed is to ensure the unimpeded, quick, and safe evacuation of people.

    Article 5.3.7 Stairs rooms should be provided for indoor evacuation stairs of public buildings .

    In the ward building of hospitals or sanatoriums, multistoried hotels with air conditioning

    system, and other public buildings over five stories, enclosed stairs room shall be built for the

    indoor evacuation stairs (including the extended enclosed stairs room on the first floor).

    For the ground building over three floors with places of song and dance, recreation, projection,

    and amusement located in, enclosed stairs room shall be built. For the underground stores and basement with places of song and dance, recreation,

    projection, amusement located in, when it has three or more than three underground stories, or

    when it has one or two underground stories and the elevation difference between the indoor

    floor level and the outside entrance and exit ground level is more than 10m, the smoke-proof

    stairs room shall be built. Other underground stores and basement with places of song and

    dance, recreation, projection, and amusement can build enclosed stairs room, and the door of

    the stairs room shall be fire door with a class of no less than Class B. Note: ? Enclosed stairs room shall be built for point building over six stories, unless its

    house doors are fire doors of Class B.

     ? If the main stairs in the lobby of public buildings is not counted into the total

    evacuation width, it is allowed to have no stairs room.

    [Additional notes] This article is the modification of the original one.

    Underground stores and buildings with places of song and dance, recreation, projection and

    amusement in, have high crowd density, and great difficulties for evacuation. To stop the

    spreading of fire, we specified the conditions for buildings with places of song and dance,

    recreation, projection, and amusement on the ground or in basement, and underground stores

    to built enclosed stairs and smoke-proof stairs room.

    Article 5.3.12 The total width of the stairs, passages and outer door on the first floor

    respectively in civil buildings such as schools, stores, business buildings, waiting rooms,

    places of song and dance, recreation, projection and amusement, shall all be calculated based on the number of people to be evacuated, and the clear width index equal to or higher than

    that stipulated in Table 5.3.12:
