INTEGRATED SUPPORT COMMAND PORTSMOUTH INSTRUCTION 4069.3C

Subj: GYMNASIUM USAGE

Ref: (a) Morale, Well-Being & Recreation Manual, COMDTINST M1710.13A

    1. PURPOSE: To establish policies and regulations for the safe use of Integrated Support

    Command Portsmouth’s gymnasium and fitness facilities.

    2. ACTION: All persons using Integrated Support Command Portsmouth’s s gymnasium and

    fitness facilities shall comply with this instruction.

    3. DIRECTIVES AFFECTED: CG ISC PORTS VA INST 4069.3B is cancelled.

    4. DISCUSSION:

    a. This instruction establishes policies for the safe operation of ISC Portsmouth’s gymnasium

    and fitness facilities as Class “B” MWR activities. It also establishes policies for use of the

    multi-function room. The primary goals of the gymnasium and fitness facilities are to

    promote physical fitness and military readiness and to provide off-duty recreational

    opportunities for military members and other authorized MWR patrons.

    b. The gym’s regular operating hours are 0600 to 2100 Monday through Friday, 0800 to 2000

    on Saturday, 1000 to 1900 on Sunday, and 0900 to 1700 on Federal holidays. The gym will

    be closed on Thanksgiving Day and Christmas. Hours may be changed during holiday

    periods and for special events. Whenever possible, changes will be posted in advance.

    c. All eligible users must present a valid identification card to gain entry to the gym and fitness

    facilities. All users must sign in at the front desk.

    d. Each authorized adult patron (18 or over) may sponsor up to two guests. Persons are

    responsible for the conduct of their guests. Guests will not be permitted from 1000 to 1300

    Monday through Friday, except for Federal holidays. Based on limited capacity and patron

    demand, the Commanding Officer may determine specific use priorities.

    e. Children under 16 years of age must be accompanied by an adult unless they are involved in

    an organized MWR activity.

    5. PATRON ELIGIBILITY: The following is a partial list placed in order of patron eligibility. For

    a complete list of patron eligibility guidelines, refer to reference (a).

    a. Active duty members and their dependents, including members of the Public Health Service

    and National Oceanic and Atmospheric Administration commissioned officer corps;

    b. Reserve and National Guard personnel and their dependents;

    c. Service Academy cadets and midshipmen;

    d. Armed Forces retirees and their dependents;

    e. Civilian employees of the Coast Guard, other Department of Homeland Security agencies,

    and Coast Guard non-appropriated fund activities; and

    f. Members of the Coast Guard Auxiliary.

    6. RESERVATIONS: The gym and the multi-function room may be reserved for command-

    sponsored activities.

    a. Gym and fitness facility reservations may be requested through ISC Portsmouth’s Athletic

    Director at (757) 638-2721. Reservation requests will be reviewed and approved or

    disapproved by ISC Portsmouth’s MWR Director.

    b. Racquetball courts may be reserved up to 24 hours in advance by calling (757) 638-2715.

    c. The multi-function room may be reserved by calling (757) 638-2715. Reservations will be

    accepted on a first-come, first-serve basis.

    7. GYM/FITNESS FACILITY REGULATIONS: Specific rules and regulations for use of the gym

    and fitness facilities are provided in enclosure (1). Persons who fail to comply with rules and

    regulations will normally receive a verbal warning for a first offense. The gym watchstander will

    document all violations, including the name(s) of the person(s) involved. Patrons who repeatedly

    fail to comply will be directed to immediately leave the premises. At the discretion of the ISC

    Portsmouth Commanding Officer, violations may also result in loss of gym privileges for up to

    twelve months. A parent or guardian will normally be notified for violations by persons under 18. 8. ENVIRONMENTAL ASPECT AND IMPACT CONSIDERATIONS. Environmental

    considerations were examined in the development of this instruction and have been determined to

    be not applicable.

    GYM/FITNESS FACILITY REGULATIONS

    General.

    (1) The MWR watchstander may direct any person who violates or interferes with the

    enforcement of any rule to immediately leave the gymnasium.

    (2) Unless specifically authorized by the Commanding Officer, food is not permitted

    in the gym or other fitness facilities. Drinks must be in plastic containers.

    (3) Profanity or threatening language is strictly prohibited.

    (4) All patrons must wear proper attire, including shirts and non-marking shoes, at all

    times when outside the locker room area. Apparel with obscene or profane

    language or images is prohibited. Patrons may not wear shorts, pants, or

    sweatpants in a manner that exposes below the waistline.

    (5) Patrons checking out MWR equipment must fill out an equipment sign out sheet

    prior to receiving equipment.

    (6) All equipment is to be used only for its intended purpose. Anyone who

    intentionally abuses, damages or destroys any MWR equipment will be held liable

    for the cost of repairing or replacing the damaged equipment.

    (7) Smoking is not allowed in the building or at any building entrance.

    (8) Patrons should immediately report any unsafe condition, equipment problems, or

    rules violations to the gym watchstander.

    Basketball Court

    (1) Basketball courts are available on a first come first served basis unless an

    approved reservation is in place. Patrons are strongly encouraged to allow

    substitutions to provide playing opportunities for all who may be waiting.

    (2) Personal items (gym bags, towels, etc.) may not be left on the gym floor.

    (3) Bleachers are provided for spectator use. Patrons are not allowed underneath the

    bleachers. Running or jumping from the bleachers is strictly prohibited. Parents

    should exercise caution with small children.

    (4) “Dunking” is strictly prohibited, and patrons may not hang from any part of the

    basketball goals at any time. Violations will result in immediate suspension of

    gym privileges.

    (5) Patrons may not move or adjust the goals. The MWR watchstander will make

    goal adjusts upon request.

    (6) Unsportsmanlike conduct is prohibited.

    Racquetball courts.

    (1) Racquetball courts may be reserved up to 24 hours in advance by calling 638-

    2715. Patrons with reservations have priority for use of the courts. Unreserved

    courts are available on a first-come first-serve basis.

    (2) Racquetball court B is normally set up for wally-ball. If racquetball court A is

    reserved or in use and racquetball court B is available, players may remove the

    wally-ball net and use court B for racquetball. Players must replace the net when

    finished.

    (3) Proper eye protection is required at all times. Players may not use the racquetball

    courts without proper eye protection.

    (4) When the ball is in play, only players are allowed on the court. (5) Personal items (gym bags, towels, etc.) may not be left on the court floor. (6) Any patron who damages a racquetball racquet or removes the racquet’s lanyard

    may be held liable for costs of repair or replacement.

    Weight room.

    (1) Persons under the age of 16 are not allowed in the weight room.

    (2) Patrons are required to return weights to their proper location after use. (2) Patrons must clean equipment after use.

    (3) No gym bags are allowed in the weight room. Personal towels, water bottles, and

    other gear are allowed but must not create a tripping hazard. No items may be

    placed against the mirrors.

    (4) Spotters must be used for all free weight lifts. It is the responsibility of the patron

    to perform the lifts correctly.

    (6) Horseplay or other unsafe acts will result in suspension of gym privileges. (5) A stereo system is provided for patron use. Music choice is on a first-come first-

    served basis. Profane or vulgar music is prohibited. The volume shall be kept at

    a level that does not disturb adjacent areas or other patrons. In the event of a

    disagreement over music choice or volume, the system shall be secured.

    Aerobic Loft

    (1) The aerobics loft is open for use during regular gym hours, but is locked after

    normal working hours. The gym watchstander will open it upon request. (2) Equipment must be properly stored after use.

    (3) A stereo system is provided for patron use. Music choice is on a first-come first-

    served basis. Profane or vulgar music is prohibited. The volume shall be kept at

    a level that does not disturb adjacent areas or other patrons. In the event of a

    disagreement over music choice or volume, the system shall be secured. Cardio & Weight-Circuit Equipment Rooms.

    (1) Persons under the age of 16 are not allowed in Cardio/Equipment rooms.

    (2) All equipment must be used as designed. Improper use of equipment, horseplay,

    or other unsafe acts will result in suspension of gym privileges.

    (3) Each patron shall wipe down equipment after each use.

    (4) A television set is provided for patron use. Channel selection is on a first-come

    first-served basis. The volume shall be kept at a level that does not disturb

    adjacent areas or other patrons. In the event of a disagreement over channel

    selection or volume, the television shall be secured.

    (5) Any patron may not use any individual piece of equipment for more than 30

    minutes if another patron is waiting to use that equipment.

    Locker Room/Sauna.

    (1) Lockers are available for daily use only. Locks left on the lockers overnight will

    be removed and items will be considered abandoned if not retrieved within seven

    days.

    (2) Shower shoes shall be worn by all patrons.

    (3) A sauna is located within the women’s locker room and may only be used by

    female patrons. Persons using the sauna must wear a towel, bathing suit, or other

    appropriate body covering and follow posted directions. Persons who are

    pregnant or have cardiac or other health conditions should not use the sauna.
