    General aims

Renewable Energy Industry Association ( REIA) represents and acts for the

    common interests of the Hungarian renewable industry toward decision makers,

    general public and the renewable industry itself. The general aim is to create a legislative environment that is predictable in the long run, investment friendly, supports clearer, environmentally friendly energetic solutions and that creates fair competition without discrimination in Hungary and in the EU as well.

    Main characteristics of REIA as an organization

    REIA serves the mid and long term interests of the whole renewable (RES) industry. The

    constitution, the operational mechanisms, the will and behavior of the membership and the

    following details will ensure the full respect of this crucial requirement:

    ? REIA is neutral towards single companies: independent from single companies’

    interests;

    ? REIA is a non-profit organization. All maintaining costs are covered by memberships’

    contributions and by extra incomes, and all incomes are spent in line with the Statutes;

    ? REIA runs an executive office (REIA office) that is independent from single

    members and member groups from financial, personal and legal point of view;

    ? Employees of REIA office are financially, professionally and legally independent

    from all single members;

    ? REAI office works under the guidance of the Presidency, carries out tasks and works

    on issues expressed as needs of the membership and defined in work plans; ? Regular information exchange, regular reports on activities, financial processes and

    control mechanisms created by the assembly ensures the proper functioning of REIA

    and the REIA Office for the benefit of the membership.

    The rationale for REIA in Hungary:

    Generally:

    ? Positive changes in the Hungarian energy policy derived from needs (e.g. new

    capacities) and requirements (e.g. EU requirements for renewable share increase, etc)

    create increasing demand for investments into renewable technologies.

    ? The legislative environment still has some general problems from the RES industry’s

    point of view:

    ? Some parts and elements are contra-productive;

    ? Some pieces of legislation and regulation are simply contradictory and unclear;

    ? Lack of knowledge in some institutions/governmental bodies and role players

    while some of them are simply hostile;

    ? Lack of capacity, competence in some crucial parts of the public administration;

    ? RES issues do not belong to one single ministry;

    ? Disinterested and/or uninformed politicians, decision makers;

    ? Very strong fossil and nuclear lobby;

    ? Uninformed or misinformed public.

    The RES market and its players

    ? RES is a new area; there aren’t enough (for full project cycle) expertise (especially for

    wind);

    ? The renewable industry is infant in Hungary: some companies act or might act

    according to very short interest, while doing harm for the rest of the industry (e.g.

    unfaithful, disbelieving, unfair behavior which is not only harmful for competitors, but

    for the industry in a long run);

    ? There isn’t any lobbying organization representing the common interests.

    Membership

All legal and natural persons can become a member of REIA. In December 2004 10 natural

    persons decided the foundation of the Association with the short term aim of recruiting more

    members to strengthen the lobbying power of REIA and give it a broad foundation. Members

    can be: natural persons, RES project developers, RES investors, RES technology deliverers,

    banks, consultant companies and other institutions. There are two levels of membership: regular and promoter.

    According to the current Statutes (of 25th March 2005), there is no exclusive restriction regarding membership, but there are some requirements to be fulfilled as follows:

Regular member can become any domestic or foreign legal person, civil organization or

    natural person (over the age of 18) with no respect of his/her/its residence that fulfils the

    following requirements:

    o Agrees with the aims and goals of REIA;

    o Accepts the Statutes of REIA;

    o professionally, financially or in any other way contributes to the activities of

    REIA in order to achieve its goals;

    o Submits the membership application form to the Presidency with the

    recommendation of at least three regular members;

    o Fulfils the financial contribution requirement that is:

     Affiliation fee (once): Party due (per quarter)

    5000 HUF (~40 ?) 2500 HUF (~20 ?) For natural

    persons:

    5000 HUF (~40 ?) 5000 HUF (~40 ?) Non profit

    organizations

    200 000 HUF (~800 ?) 250 000 HUF (~1000 ?) For profit

Regular member can become any domestic or foreign legal person, civil organization or

    natural person (over the age of 18) with no respect of his/her/its residence who fulfils the

    following requirements:

    o Agrees with the aims and goals of REIA;

    o Accepts the Statutes of REIA;

    o With professional, financial or in any other way contributes to the activities or

    REIA in order to achieve its goals;

    Who is accepted by the Presidency based on the recommendation of at least regular

    members.

    Rights and obligations of members

    Regular members’ rights are:

    ? To participate at the events of REIA (natural person regular member have the right to

    participate at the events of REIA in person; legal person regular member have the right to

    participate at the event of REIA by its representative);

    ? To raise propositions, put in observations; recommendations proposals;

    ? To look into and to have access to all issues and documentations of REIA;

    ? To stand as candidate, to elect and to be elected for positions at the Assembly (in case of

    natural person regular member directly, in person; in case of legal person regular member

    by its representative);

    ? To vote (in case of natural person regular member directly, in person; in case of legal

    person regular member by its representative);

    ? To use the services of REIA.

    Obligations of regular members are: ? To contribute to the achievement of REIA’s aims;

    ? To comply with the Statutes, regulations and decisions made by the Association<

    ? To fulfill obligations set by the Presidency of by own initiative;

    ? To pay in dues in time (quarterly, by the last Friday of the previous quarter)

    ? To deliver offerings if there were made any.

    Promoters rights are: ? To be observers at meetings of the Assembly or other bodies of REIA;

    ? To express at request opinions or positions and make suggestions regarding operational

    issues of the Association ;

    ? To use services of the Association based on the decision of Presidency and with the

    conditions of set;

    ? To get regular report on the activities of REIA.

    Obligations of promoters are:

    ? To comply with the Statutes, regulations and decisions made by the Association<

    ? To contribute to the promotion of the Associations goals and objectives, to morally

    support it and to cultivate its traditions;

    ? To deliver offerings if there were made any.
