    ANNOUNCEMENT AND INVITATION

    The International Skating Union and the Fédération Française des Sports de Glace have great

    pleasure, in inviting ISU Members to Synchronized Skating World Challenge Cup for Juniors 2008

1. INVITED MEMBERS

    All members of the International Skating Union are cordially invited to enter the World

    Challenge Cup for Juniors 2008

2. GENERAL REGULATIONS

    The World Challenge Cup for Juniors 2008 will be conducted in accordance with the ISU

    Constitution, the ISU General Regulations 2006 and Special Regulations Synchronized Skating

    2006 as well as all pertinent ISU Communications.

    Participation in the World Challenge Cup for Juniors 2008 is open to all teams that belong to

    an ISU Member, Rule 130, paragraph7 and qualify with regard to eligibility according to Rule

    102, provided their ages fall within the limits specified in Rule 108, paragraph 3b, and they

    meet the participation, citizenship and residency requirements in Rule 109, paragraphs 1

    and 2d and ISU Communication 1118.

3. TECHNICAL DATA

    The World Challenge Cup for Junior 2008 will be conducted in accordance with the ISU

    Constitution, the ISU General Regulations 2006 and Special Regulations Synchronized Skating

    2006 as well as all pertinent ISU Communications.

    The following must be noted:

    Each participating Team may enter up to a maximum of four (4) alternates on the official

    Entry Form.

    Only those skaters whose names are listed on the registration forms will be allowed to skate.

    The results will be determined according to Rules 738-741, as per special Regulations for

    Synchronized Skating 2006

    Junior Teams (WCCJ 2008) shall consist of 16 skaters (Rule 701 paragraph 3b), all of whom

    must have reached at least the age of twelve (12) but may not have reached the age of

    nineteen (19) before July 1st 2007 (Rule 108 paragraph 3b)

4. ENTRIES AND NOMINATIONS

    In accordance with Rule 926, paragraph 1, Special Synchronized Skating Regulations 2006, each

    member may enter one (1) Team. The top five (5) ISU Members (CAN, FIN, GER, SWE and USA) in the

    WCCJ 2007 may enter two (2) Teams for the WCCJ 2008.

Entries for Teams, nominated Judges, Coaches, Team leaders and team Managers must be made

    only on the designated Official Entry forms and only by the respective National Association

    /Governing Body.

    The official entry forms must be sent to the Organizing Committee of the WCCJ 2008 by January 20,

    2008.

Preliminary ISU Member Entries (Form 1 ) indicating participation of the ISU Member, must be

    submitted no later than January 5 , 2008, while Final Entries with the name of selected Teams and

    Judges, must be submitted no later than February 4, 2008.

    Late entries will not be accepted. Each member, however, may enter one (1) substitute Team per

    entry. The substitute team may compete only if its member has withdrawn the name of its team

    entered for the competition two (2) weeks before the first draw (see Rule 726, paragraph 4, Special

    Regulations Synchronized skating 2007).

    5. PROGRAM CONTENT SHEETS The ? Program Content Sheets ? must be returned to the Organizer together with the Entry Forms.

    The planned Program Content Sheets must be signed by a Coach of Team Representative. However,

    the Program Contents may be changed at the time of the competition.

    6. ENTRY FEE

     An entry fee of 400 euros per Team is required without any free ice practice.

    - 500 euros per Team, including half (1/2) an hour of free ice practice.

    - 600 euros per Team, including one (1) hour of free ice practice. 1/2) of free ice practice. - 700 euros per Team, including one hour and a half (1

    Payment can be made at the time of the Preliminary Entry (January 5, 2008). In any case, payment

    must be made no later than the final Entry deadline on January 20, 2008.

    Payment must be made through either bank currency transfer. Commissions and or fees for bank

    transactions have to be paid directly to the bank in addition to the entry fee at the time of bank

    transfer.

    The Organizing Committee must receive the next amount of 400 euros per team. Should a Team

    withdraw from the event after the final Entry deadline on January 20, 2008; the Entry fee will not be

    refunded.

    7. EXPENSES PROVIDED (Referee, Judges, Technical panel)

    Each participating ISU member in the WCCJ2008 may nominate one (1) Judge with the qualified

    ? ISU Judge ?on the ISU list of Referees and Judges for Synchronized Skating 2007-2008. The

    Referees, Technical Specialists, the Technical Controller and Data Operators or the WCCJ2008 will be

    appointed by the ISU President.

    The expenses (room and meals) for all nominated Technical Specialists, Technical Controller,

    Referees, Judges and Data Operators will be paid by the ISU.

    The draw for the Panel of Judges will be made at the first Judges’ Meeting on Thursday, March 6. All

    judges are required to attend the first Judges’ meeting.

    For all travel expenses of nominated TS, TC, Referees, Data Operators and Judges for the WCCJ 2008

    only APEX airfare economy rates will be reimbursed by the ISU subject to the submission of original

    ticket receipts.

    The Organizer will provide ground transportation for all nominated TS, TC, Referees, Data Operators

    and Judges.

    All other expenses will be the responsibility of each individual Official.

    8. JUDGES’MEETINGS The arrival of judges to Rouen must be on Thursday, March 6, 2008 to be able to attend the first

    judges meeting at 16.30 at the Official Hotel.

    The Judges Round Table Discussion meeting is scheduled to be held at the arena Saturday March 8,

    2008 at 19h00.

    11. MEALS

    12. ARRIVAL OF PARTICIPANTS

    All participants: Specialists, Controller, Referees, Judges, all other Event Officials taking part in the

    WCCJ 2008 are requested to announce as soon as possible to the Organizing Committee,

    information of arrival: name of the airline, flight numbers, etc

    13. REGISTRATION , ACCREDITATION

    Registration and accreditation for Team Delegations, Media and Official guests will take place at the

    registration place at the Ice rink Guy BOISSIERE on:

    - Wednesday March 5, 2008, from 10.00 to 18.00

    - Thursday March 6, 2008, from 8.00 to 18.00

Official Team Delegation: Skaters

     Team Managers (1 per team)

     Team Leaders (1 per member)

     Official Coaches (2 per team)

     Chaperons (2 per team)

     Medical Personnel (1 per member)

     Federation Representatives (2 per member)

All entered skaters must provide their passport at the time of registration.

     14. TRANSPORTATION It is the responsibility of all participating Team to organize their Transportation from the Airport to

    the hotels and back. Rates for busses are in the attachment. Transportation booking can be made

    directly through the organizing committee

     15. ICE RINK

    Rouen ice rink is situated in the ILE LACROIX in the centre of the town.

    Main Ice rink: 30m x 60m

    Practice ice rink: 28 mx56 m

    16. OFFICIAL PRACTICE The official practices will begin in the competition rink on Friday morning, March 7, 2008.

    Each Team will be allowed a ten (10) minute period of official practice ice for the Short Program and

    a twelve (12) minute period for the Free Skating Program. No extra practice ice will be permitted

    after the Official Draw; rule 722 paragraph 5 shall apply.

    17. EXTRA PRACTICE ICE

    Extra Practice Ice can be booked

    - Wednesday March 5, 2008, 13.00h until 23.00h

    - Thursday March 6, 2008, 07.00h until 18.00h

    18. DRAW The Official Draw Ceremony will be held at the Guy Boissière Centre on the ice rink on Thursday,

    March 6, 2008 at 19 .00h.

    The draw for the starting order for the Free Skating will take place immediately after the conclusion

    of the Short Program. The Draw will be held in the arena, level 2, VIP Place.

    Only the Team Captain, Vice Captain, Coaches and Team Managers are invited to attend the Draws.

    The others skaters take place on the terracing.

     19. OPENING CEREMONY

    The Opening Ceremony will take place on Friday, March 7, 2008, 30 minutes before the start of the

    Short Program Event. Two (2) Skaters from each Team will take part in the Ceremony as flag carrier.

    20. MUSIC Rule 705 paragraph 1 and Rule 724 shall apply

    Upon registration Team Leader or Team Manager must present two (2) quality copies of their music

    on CD, (Compact Disk) Two (2) copies (original and back-up copy) for each program (short/free) must

    be submitted by each Team.

    All magnetic tapes and cassettes must be properly inserted in their original cases and must be clearly

    identified with the name of the Team, the type of Program (short /free program) and must show the

    exact running time of the music (no skating time), which shall be certified by the Team Leader or

    Team Manager when submitted at the time of registration.

    Each program (short /free) must be recorded on one track and on separate disk.

    The titles, composers and orchestra of the Music to be used for the Short Program and Free Program

    must be listed for each Team on the Official Music-Press-Media Form and attached to the Official

    Entry Form for Teams.

    21. MEDALS AND TROPHIES

    Medals will be presented to the three best placed Teams at the World Challenge Cup for Juniors

    2008.

    The winner Team will receive a Trophy.

    22. NATIONAL ANTHEM

    The Organizing Committee asks all Members to bring a copy of their National Anthem on CD.

    23. LIABILITY In accordance with Rule 119, it is the sole responsibility of each member participating in the WCCJ

    2008 to provide medical and accident insurance for the athletes, Officials and all other members of

    the Member’s Team(s). Such insurance must provide full medical coverage and also the return to the home country by air transport or by other expeditious means of the ill or injured person.

    The ISU, The Fédération Française des Sports de Glace, and the Organizing Committee for the

    WCCJ2008 assume no responsibility for or liability with respect to bodily or personal injury or

    property damage incurred in connection with the event by Competitors and Officials.

    The Organizer will not provide participant insurance coverage for the event.

    The Organizer will provide emergency medical services for all Competitors and Officials during the

    entire event at the Official Ice arena.

    24. THERAPEUTIC USE EXEMPTION

    Skaters with a documented medical condition requiring the use of a substance on the WADA list of

    Prohibited substances must have applied to the ISU for a Therapeutic use exemption prior to the

    competition.

    25. ANTI-DOPING CONTROL

    Anti-doping tests may be carried out in accordance with the Current ISU Anti-Doping Rules and

    Procedures (ISU Communications n?1447 and 1448 or any further updating of these

    Communications).

    26. PUBLICITY WAIVER Members and Teams hereby acknowledge and consent to the fact that the WCCJ 2008 may be

    televised either in whole or in part and broadcasted on a worldwide basis.

    According the ISU Rule 131 by entering, both a Member and the Teams hereby certify and warrant

    that the music and choreography presented and used by the Team at the WCCJ 2008 have been fully

    cleared and authorized for a public use and consent to use of the Teams name , biography, and

    likeness on or in connection with any television or radio program broadcast and re-broadcast

    throughout the world, motion picture, print media or the advertising and publicizing of such

    program without further clearance or payments of any kind on the part of the ISU, the Organizing

    Member (FFSG), The Organizing Committee or the relevant network or broadcasters being required.
