Terms of Reference for ICT Expert: On Providing Consultation to

    Information-Analytical Department of the Ministry of Finance in

    Studying/organizing/support of Internal Distribution Network of the Ministry

    I. Background

The implementation of Information and Communication Technology (ICT) solutions for the Public

    Sector Financial Management Reform Support Project (PSFMRSP) includes the establishment of

    a countrywide network for the Public Financial Management System (PFMS) and the supply and

    installation of large scale ICT solutions (web based application software, central database and

    application servers and data storage/backup units, field hardware and network equipment). The

    establishment of physical communication lines for the PFMS countrywide network is the

    responsibility of the Government. Consultancy services are required to assist the Ministry of

    Finance (MoF) on the design of countrywide telecommunications infrastructure, based on the

    existing capabilities of telecom service providers in Georgia. Possible communication options will

    be studied and the final design of system connections will be described (technical design, cost

    estimate and implementation plan) during this assignment.

    II. Objectives of the Assignment

Objective of the assignment is to assist the Information-Analytical Department of the MoF in

    developing the network solutions for the connectivity of central, subordinated and territorial offices,

    in designing a countrywide network infrastructure and in planning the activities for enhancing

    qualifications of the staff.

    III. Responsibilities of the Consultant

The principal responsibilities of the ICT Expert shall include, but shall not be limited to, the

    followings:

    1. Analyze the existing LAN/WAN infrastructure of the Ministry of Finance:

    ? Analyze existing LAN/WAN infrastructure report, prepared by Information-

    Analytical Department of MoF;

    ? Assist in preparing solution for urgent temporary merging of existing LAN/WANs

    of MoF subdivisions in a common infrastructure.

    2. Prepare a proposal for the optimization / reorganization of MoF central network

    infrastructure :

    ? Analyze the market of local communications (lines) owners/providers;

    ? Analyze draft solutions for MoF LAN/WAN reorganization proposed by local

    network services providers;

    ? Advise on optimization / reorganization design milestones;

    ? Assist in calculating the estimated cost of the network optimization /

    reorganization;

    ? Assist in drafting system requirements and technical specifications for the

    establishment of the MoF network;

? Outline a preliminary list of network equipment essential for network

    establishment;

    ? Assist the MoF in evaluating of tender proposals.

    3. Assist the MoF in designing a countrywide network infrastructure for the PFMS.

    ? Analyze available options for the establishment of central and local

    communication channels for the PFMS;

    ? Analyze the possibility of reactivating existing fiber optic lines of the government

    agencies in Tbilisi for use as the PFMS central connections and prepare a cost

    estimate and timeframe for reactivation;

    ? Design network connectivity solutions based on the PFMS requirements; ? Assist in drafting system requirements and technical specifications for the

    establishment of physical network connections; ? Assist in drafting system requirements and technical specifications for the

    establishment of BCC (Business Continuity Center); ? Assist in calculating estimated total cost of ownership for initial setup and annual

    service charges of the network connections; ? Outline a preliminary list of network equipment essential for network

    establishment.

    ? Assist the MoF in evaluating of tender proposals.

    4. Prepare training plan for IT staff:

    ? Plan training for MoF and other PFMS stakeholders IT specialists on PFMS

    network installation/support, calculate estimated cost of trainings; ? Assist the MoF IT Department management in planning of other trainings for MoF

    ICT specialists.

    IV. Scope of Work

    ? Work in the Ministry of Finance central Office in Tbilisi. It is possible to provide

    some tasks (e.g. evaluation of tender proposals) from the office located out of

    Georgia;

    ? With the assistance of a Georgian-English interpreter, recruited by the IT Expert,

    and with the coordination of the MoF IT Department, hold meetings with the MoF

    IT subdivisions and other PFMS shakeholders’ IT Services, local

    communications (lines) owners/providers and other parties to perform the

    assignments requested by the MoF;

? Prepare the minutes of these meetings in Georgian and English; and

    ? Obtain any other documents necessary for him/her to achieve the objectives

    defined in II above.

    V. Deliverables and their Timing

    The Consultant shall deliver:

    ? An Inception Report (Week 1) detailing initial results, final work plan and potential

    problems;

    ? A Progress Report (Week 5), including 1) draft of solution for urgent temporary

    merging of existing LAN/WANs of MoF subdivisions in a common infrastructure; 2)

    not less than 2 options for the MoF corporate and PFMS countrywide network

    connectivity, with detailed comparative analysis of implementation costs and

    timetable, from which a suitable one shall be selected and agreed with the MoF and

    MoF structural units and then approved by Head of MoF Informational & Analytical

    Department;

    ? Written and oral presentations during the execution of activities under this

    assignment (as needed and appropriate);

    ? A Final Report including 1) solution for urgent temporary merging of existing

    LAN/WANs of MoF subdivisions in a common infrastructure; 2) the latest version of

    “Technical Specifications” for the establishment of MoF corporate network

    infrastructure; 3) the latest version of “Technical Specifications” for the

    establishment of countrywide network infrastructure (Month 2) together with a list of

    key issues/recommendations.

    ? Duration of the assignment. The assignment shall be for nine weeks and will

    include 8 weeks in-country and one week (not in-country) to assist the Ministry of

    Finance to assess tender proposals.

    The final report will be submitted to the Ministry of Finance within one week of the

    completion of the design phase. One copy of the inception report and one copy of the

    final report should be sent to the DFID Country Office and DFID London.

    ? A Tender Proposals Examination Report (deadline depends on tender procedures,

    approximately in October/November 2006) including expert estimations of proposals,

    presented by network services providers under the tender(s) for establishment of

    MoF corporate and countrywide (PFMS) networks infrastructures. It is acceptable this

    task to be provided from the office located out of Georgia.

All deliverables shall be submitted electronically and in hard copy both in Georgian and in

    English.

    All reports will be agreed with the MoF and MoF structural units and then approved by Head

    of MoF Informational & Analytical Department.

VI. Qualifications

    The ICT Expert shall have:

? A university degree in information sciences, engineering or another relevant discipline;

    ? At least five years relevant experience in the field of information and communication

    technologies;

    ? Experience in designing, implementing and advising on large corporate networks;

    ? The ability to communicate, negotiate, analyze, elaborate and present reports and

    statements; and

    ? Good knowledge of the English language, written and spoken.

VII. Institutional Arrangements

    The ICT Expert shall be accountable to Mr. David Tsekvava, Head of Informational Analytical

    Department.
