     Sub: MCDO FOR THE MONTH OF AUGUST, 2008

1 General:

1.1 Shri Lalu Prasad, Hon‟ble Minister for Railways visited Purnea on 24.8.2008 in

    connection with aerial survey of flood affected area of Bihar.

1.2 Flood affected people in the vicinity of Purnea- Jogbani section and adjacent area

    served by E.C. Railway were evacuated and given shelters in 5 relief camps run by NF

    Railway located at Bathnaha, Forbesganj, Simaraha, Araria and Purnea. NF Railway has

    run 40 plus special trains on BG so far to evacuate and transporting flood affected people

    upto Katihar and Patna to reach their further destinations. During their stay in the relief

    camps, food was served to 30,324, medicine to 6132, & cloth to 14201 in addition to

    assistance to 66,469 people.

     nd1.3 The 62 Independence Day was celebrated in a befitting manner all over NF Railway.

1.4 “Sadbhawna Diwas” was observed during the month.

1.5 CRS/NF Circle, Kolkata inspected two newly constructed BG and MG lines from

    Senchoa Jn to Silghat town and Ambassa to Agartala of Lumding division during the

    month.

2. Mission 800:

2.1 Parawise remarks to Hon‟ble MR‟s DO No. MR/M/32/2007 dt. 25.07.07 in connection

    with initiative for achieving freight loading target :

    a) Cement Loading :- Cement loading has been 0.076 Million Tonnes up to

    Aug‟08 as against 0.049 Million Tonnes in the corresponding period of last

    year.

    b) FG loading :- FG loading has been 0.081 Million Tonnes in Aug‟08 as

    against 0.027 Million Tonnes in Aug‟07. .

    c) Container Loading :- Container loading has been 0.010 Million Tonnes in

    Aug‟08 as against 0.008 Million Tonnes in Aug‟07.

    d) Empty flow discount scheme :- 6 rakes of Dolomite ex Dalgaon were loaded

    under the empty flow incentive scheme which realized an earnings of Rs

    90,10,169/- after allowing discount of Rs 34,95,738.00

    2.2 Originating loading up to the month of Aug/08 improved by 16.2% as against the

    corresponding period of previous year and it was at 4.324 million tonnes as against 3.719

    million tonnes.

2.3 116 Premium rakes were examined during Aug/08.

3. Highlights:

3.1 Diesel Km improved by 2.5% and it was 541 during Aug‟08 as against 528 in the

    corresponding month of Aug‟07

3.2 Wagon turn round improved by 7.3% and it was 3.8 days during Aug‟08 against

     4.1 days in Aug‟07.

3.3 Wagon holding reduced by 2.6% in Aug‟08 as against previous month of July/08.

3.4 Inward Traffic:

    (a) Loaded receipts improved by 18% during Aug/08 and was 545 EVU/day which

    includes EC bound 27 received from ER and ER bound 19 received from ECR as

    against 462 EVU/day in the corresponding month of Aug‟07 that includes EC

    bound 34 received from ER and ER bound 2 received from ECR.

    (b) Total loaded receipts for NFR in Aug/08 was 499 EVU/day as against 426

    EVU/day in Aug/07 an improvement of 17% as against corresponding month of

    last year.

    (c) Average BG releases improved by 19.5% during Aug‟08 and was 588 EVU/day

    as against 492 EVU/day in Aug/07.

    3.5 Hill throughput over Lumding Badarpur has improved by 3.7% during the month as

    against the previous month of July‟08.

3.6 MG passenger trains running between Saharsa Jn.-Purnea Jn.were short terminated at

    Purnea Court due to Gauge conversion work in KIR-PRNA-JBN section. Now these

    Passenger services have been resumed again and extended from Purnea Court to Purnea

    Jn. w.e.f. 15/8/08 and presently five pairs of trains are running between Saharsa Jn

    Purnea Jn.

3.7 During the month, following special trains run :-

    (i) 0514/0513 Guwahati Lucknow Jn Guwahati (08 Trips),

    (ii) 2455/2456 Special Rajdhani Express New Delhi-Guwahati-New Delhi

    (17 trips).,

    (iii) 0853/0854 Special Express/Passenger between Lumding Lower-

    Haflong Lumding(Daily).

    (iv) 0591/0592 Special Express/Passenger between Lumding Silchar-

    Lumding(Daily)

    (v) 0865/0866 Special Express/Passenger between Guwahati Mariani-

    Guwahati (Daily)

    (vi) 0712/0711 Special Express Passenger between Alipurduar Jn

     Lumding Alipurduar Jn.(Daily).

    (vii) 0770/0769 Special Express Passenger between Rangiya-Rangapara North-Rangiya

    (daily).

    3.8 Train Nos. 2508/2507 GHY-ERS Express, 2510/2509 GHY SBC Express, 2516/2515

    GHY-TVC Express & 2067/2068 GHY JTTN Janshatabdi Express have been

    augmented by 22 ACCN, 1 GSCN and 26 CZAC = 49 coaches during the month.

3.9 16 Nos. of Foreign Railway coaches were sent back to parent Railway during

    August/2008 while 11 Nos. N.F. Railway coaches have been received from other

    Railways during the period. However, 52 Nos. of N.F.Railway coaches are still lying in

    foreign railway system.

3.10 1 No. 125 KVA DG set has been commissioned at Furkating Power house in Tinsukia

    Division.

3.11 3 Nos 7.5 HP Submersible pumps have been commissioned at Hojai and Karimganj

    Filter House in Lumding Division.

3.12 13 Nos of Dataloggers have been commissioned with networking at Tinsukia East,

    Tinsukia West Cabin, Borhat, Bhojo, Safri, Lakua, Simalguri, Namti, Amguri, Selenghat,

    Nakachari & 2 Data Loggers have been commissioned in stand alone mode.

3.13 6(six) Nos. leased circuit hired from BSNL have been surrendered in Katihar division,

    thereby resulting annual saving, with this the cumulative annual saving being achieved on

    Railway is Rs. 2,94,323/-.

3.14 1(one) NRH Defence PRS has been commissioned in August‟08 at Chungthang (Sikkim).

3.15 During the month of August‟08, 2(two) ATM one at Duliajan by State Bank of India

    another at Guwahati by Punjab National Bank have been commissioned. Now, Total nos.

    of ATM over this Railway raised to 18(eighteen).

3.16 Tender floated on 05.08.2008 for 79 SLR by 33 Mail/Express and 36 Asstt. Guard Cabin.

    Offer received for 20 Nos. of SLRs and 08 Nos. of Asstt. Guard Cabin which is under

    process. Expected earnings from these SLRs and Asstt. Guard Cabin are Rs. 4,

    41,63,432- & Rs. 33,42,898/- per year respectively.

3.17 During the month, scrap valuing Rs 18.31 Crores has been sold. With this, the cumulative

    sale proceeds of Rs 71.59 crore has been reached upto August end which is 58.74%

    higher than the proportionate target 45.10 crores (yearly target : Rs 123 crore) fixed by

    Railway Board.

15.0 Law and Order:

15.1 On 11.08.08, at about 05.30 a grenade exploded inside the SP office complex,

    Bongaigaon (Railway Institute under the occupancy of SP/Bongaigaon).No one was

    injured in the explosion.

15.2 On 20.08.08, at about 0622 hrs on duty Railway trackman namely Shabir Alam was

    knocked down by train No 2518 Dn Garib Rath Exp. at Km 128/4-5 in between Sudhani

     Telta section under Katihar division. The person was declared dead by Sr

    DMO/Kishanganj.

15.3 On 28.08.08, at about 1350 hrs two miscreants namely Kundan Mishra and Shailendra

    Singh both are resident of Gosala, PS & duty staff. They also snatched away a golden

    chain and one mobile No 9930843402 from one Krishana Bihari Singh (Helper grade-II).

    On hearing the hue and cry, other staff immediately attended there, in the meantime, both

    the miscreants fled away. The case is under investigation.

    15.4 During the month, there were 46 agitational programmes; Bundh-16 (Assam 11, WB

     03, Bihar-01), Country wide-01), Rail Roko-08 (Assam-01, WB-03, Bihar-02, Country

    wide-02), Picketing 01(Bihar-01), Dharna/Blockade-04 (Assam-02, Bengal -01,

    Countrywide-01), Misc-16 (Assam-10, West Bengal-02, Bihar-04) , Bomb explosion-01

    (Assam-1) were occurred.

16.0 Terminal Detentions :

     During the month of August, 08 a total of 232 rakes were loaded with an average

    detention of‟12.54” hrs. and total number of 398 BG rakes were unloaded with an

    average detention to 20‟.51” hrs. The comparative statement showing terminal detention

    for loading and unloading for the month of August/08, July/08 and August/07 is given

    below:

    Terminal detention for unloading has increased by 11% during the month of August/08

    compared to last year i.e., from 18‟.56‟‟hrs in August /07 to 20.‟51” hrs. in Augst/08 and

    also increased marginally compared to last month i.e. from20.00hrs in July/08 to hrs

    20‟.51” hrs in August /08.

    Terminal detention for loading has improved by 19% during the month of August/08

    compared to last year i.e. from 15‟.57”hrs in August /07 to12”.54 hrs in August/08 and

    improved by 8% compared to last month i.e. from13‟.32”hrs to12‟.54” hrs. in August /08.

    I (I) & I (II).

17.0 Speed restrictions :

17.1 Due to on going track renewal, bridge &, Construction work time consumption in

    temporary SR is more than the ETA. However, efforts are being made to further bring

    down the time consumption to within ETA limits in all these sections by completing the

    work in shortest possible time. Details are at Annexure-‘J (I)‟.

17.2 Temporary speed restrictions which are continuing for more than a month, all being

    monitored on weekly basis. Efforts are being made to remove these restrictions on

    priority. Details are given at Annexure ‘J (II)’.

17.3 50 KMs restrictions: -. Details are at Annexure ‘J (III)’.

18.0 Asset Failure

18.1 During 2008-09 from April‟08, there are 5401 failures in BG & MG compared to 6065

    of previous year, thus 11.00% improvement has been achieved. Steps are being taken to

    further reduce the number & improve the MTBF & MTTR of all S&T gears.

19.0 Throughput Enhancement works

19.1 The progress of specified works is given at Annexure ‘K’.

20.0 Action Plan Statement

    20.1 Performance of Track Renewal Details are given in Annexure ‘G’. Target for track

    renewal works under DRF is 45.75 CTR units upto the month of Augut, 08 against which

    progress of 58.208 CTR units has been achieved.

21.0 Directives issued by Hon’ble MR –

     A total of 467 VPU containing 11059 tonnes of parcel have been loaded with an

    earnings of Rs. 293.72 lakhs during the month as against 370 VPUs containing 8338

    tonnes were loaded with an earnings of Rs. 190.72 lakhs in the corresponding month of

    last year, i.e. increased by 32.63 % in loading and 54.01 % in earnings.

     Cumulative upto Aug‟08 total 2119 VPs containing 49926 tonnes of parcel has been

    loaded which generated total earnings of Rs. 1319.16 lakhs while 2060 VPs containing

    47590 tonnes were loaded with an earnings of Rs.1188.76 lakhs upto Aug‟07 resulting

    increased by 4.91 % in loading and 10.97 % in earnings.
