1.1 Abstract

    The TEL Metadata Handbook is a series of linked web pages containing all the background information,

    guidelines, specifications and tools for existing and potential participants in TEL. The initial contents of the

    Handbook are explanatory material about TEL and its components coupled with guidance for data providers

    wanting to offer resources to TEL. The two other major areas of the contents, and those that have entailed the

    bulk of the work in the metadata workpackage, are:

    1) The specifications of the two Application Profiles one for object descriptions and the other for describing

    collections. These profiles are further and separately documented in D3.3.

    2) The Metadata Registry - which is an interactive tool serving several functions. It is a store for all the

    metadata elements in both profiles plus those elements that are under consideration or have been rejected.

    It also provides a tool both for controlling the evolution of the profiles and allowing new collections to be

    added to TEL. The Registry is further and separately documented in D3.4.

    The Metadata Handbook is a web document and is dynamic in nature so although it can be described in this

    document it cannot actually be part of it. This document serves as an administrative placeholder for the actual

    deliverable, which can be found at http://krait.kb.nl/coop/tel/handbook/metadata_handbook.html.

    2. MANAGEMENT OVERVIEW 2.1 Executive Summary

    The TEL Metadata Handbook is a series of linked web pages containing all the background information,

    guidelines, specifications and tools for existing and potential participants in TEL. The initial contents of the

    Handbook are explanatory material about TEL and its components coupled with guidance for data providers

    wanting to offer resources to TEL. The two other significant aspects of the contents, and those that have

    entailed the bulk of the work in the metadata workpackage are:

    1) The specifications of the two Application Profiles one for object descriptions and the other for describing

    collections. These profiles are separately documented in D3.3.

    2) The Metadata Registry - which is an interactive tool serving several functions. It is a store for all the

    As it stands at the time of writing the contents of the TEL Metadata Handbook have been used and are ready for

    further use in a test implementation of the TEL system during the course of the project. The dynamic nature of

    the Registry and the evolutionary nature of the application profiles will entail their on-going change however.

    It is intended that TEL should become an operational service in Autumn 2004 and the transition from project to

    operational service will undoubtedly result in further modifications to the various components of the Metadata

    Handbook.

    2.2 Scope Statement

    The TEL Metadata Handbook is considered to be the complete set of web pages that are at the heart of the TEL

    system. It provides the "wrapper" for the information and tools needed to guide data providers and the means

    for the TEL teams and working groups, that are responsible for maintenance and sustainability of TEL, to

    specify technical agreements. There is a complex inter-relationship between the Application Profiles and the

    Registry which rely on the presence of XML data files and stylesheets (see diagram below). The concept of the

    Metadata Handbook makes all these components accessible from one location. Although an operational service

    may require some re-organisation to give different degrees of access to different user types it is intended to

    retain these components as a single package.

3. DESCRIPTION OF THE TEL METADATA HANDBOOK

    The TEL Metadata Handbook developed into its current structure and content as thinking on metadata and the functionality of TEL evolved in the process of work on several work packages. During the series of meetings held to specify the application profile for objects it became apparent that although an element set could be defined, conformance to it would necessarily vary between data providers. The profile had therefore to be sufficiently flexible to allow for a spectrum of records varying from very rich records to the minimum required for being usable to TEL. Moreover, as new participants joined, possibly with new object types, the profile would need to evolve to meet any of their requirements not accommodated by the existing profile. A method was needed to display the current application profiles, allow data providers to propose additional elements and to enable the 'owners' of TEL to manage changes.

    Coupled with this was the need to offer a means for participants to notify TEL of collections they wished to submit. This could be achieved by means of a tool that allowed a description of the collection to be entered, including the technical data needed for TEL to link to the collection.

    These requirements were met with the development of the two application profiles and the Registry which are more fully documented in D3.3 and D3.4 respectively. The TEL Metadata Handbook documents all these aspects of TEL and is intended to provide access to all the information and tools data providers may need to participate in TEL.

    The TEL Metadata Handbook contains of a number of HTML web pages, XSL stylesheets, images and XML data files. This document shows a screen dump of the table of contents and lists all files and their descriptions that are part of it. The files containing the application profiles and the registry (deliverable D3.3 and D3.4) are also included here as an integral part of the handbook.
