The Railroad Shipper Transportation Advisory Council (the “Council”), pursuant to notice, held a meeting on

    November 13, 2008 in the Chrysler Board Room of Chrysler Headquarters, 800 Chrysler Drive, Auburn Hills, MI.

    The meeting was called to order at 7:30am.

The following members were present: Eric Butler, Union Pacific Railroad; W. Douglas Buttrey, Surface

    Transportation Board; Roger Fray, West Central Cooperative; Scott Greene, Federal Railroad Administration; Jeff

    Keever, Virginia Port Authority; D.J. Kratzberg, Exxon Mobil; Reilly McCarren, Arkansas and Missouri Railroad;

    Charles Marshall, Farmrail; Francis P. Mulvey, Surface Transportation Board; Charles D. Nottingham, Surface

    Transportation Board; Robert Pugh, Georgia-Pacific; Bruce Ridley, Packaging Corporation of America; Connie

    Thede, Muscatine Power & Water; Terry Voss, Ag. Processing; Rick Webb, Watco Companies; Peter Weiss,

    Chrysler LLC and Owen Zidar, Kansas City Southern.

    service quality. Most commodities have slowed, although chemicals are on the increase.
