Note for the householder:

    On 10 February 2010, the Australian Government announced that every home with

    foil insulation installed under the Australian Government‟s Home Insulation Program

    was eligible for an electrical safety inspection.

To have an inspection done, you must contact a licensed electrical contractor. They

    will inspect the foil installation and determine whether it is causing an electrical fault.

You should not enter your roof space for any reason until a licensed electrical

    contractor has inspected your home and rectified any electrical faults.

If the electrician identifies an electrical fault that has occurred as a result of the

    installation of foil insulation products under the Home Insulation Program, they will

    repair that fault. If they are unable to complete the repair work, it is their responsibility to ensure your house is left in a safe state and arrange a time to return and complete

    the work.

The electrician will then give you a copy of their assessment and report on the faults

    identified and all repair works undertaken. They will invoice the department for the

    reasonable costs of the inspection and the repair work.

Where pre-existing electrical faults or safety risks are identified that are NOT related

    to the installation of foil insulation under the Home Insulation Program, it is a matter

    for you and the electrician to discuss. You will need to pay for any repair work

    undertaken to address those faults. The department will still pay the reasonable

    costs of the inspection.

Note for the electrician:

    Electrical safety inspections are only available to householders who have had foil

    insulation installed under the Australian Government‟s Home Insulation Program.

You must obtain the householder‟s Program Reference Number (PRN).

    Householders would have received their PRN by phoning the 131 792 hotline, or

    through having received a letter from the department. You will not be paid for the

    inspection if you do not include the PRN on the attached form.

You must complete ALL aspects of this form, including details of how long it takes

    you to complete the inspection, any repair work undertaken, your usual hourly rate

    and the number of workers you have on the site. The department will pay the

    reasonable cost of the inspection, which is expected to be up to the value of $400

    (GST inclusive).

Reasonable costs of any electrical repair work required to address identified electrical

    faults caused by the installation of foil insulation under the Home Insulation Program

    will be paid for by the department at your usual hourly rate. You must clearly

    document the nature of the faults (including photographs) and the repairs on this

    form and the time taken to complete them.

Both you and the householder must fill out and sign the relevant declarations

    contained in the form.

The invoice itself must be addressed to:

    Details of Inspection

IMPORTANT SAFETY NOTICE: TEST BEFORE YOU TOUCH!

    Electrical tests outlined in this procedure are intended to ascertain that the foil insulation is not in contact

    with live parts of the electrical installation. Electrical testing inherently involves a degree of hazard and this

    procedure involves a number of steps to be undertaken in the listed sequence in order to minimise the risk

    of electric shock to any person (electrician or householder) present on the premises. Variations to the

    procedure are permitted provided that an assessment, taking into account specific site conditions,

    confirms an equivalent safety outcome. Reference should be made to AS/NZS3017 Electrical installations

    Verification Guidelines, for further guidance on inspection and test practices.

    To alert of any electrical problems that may have arisen following STEP 1: Preparation/Assessment. the foil installation.

     Check when Comments/Concerns complete CONSULT the householder to confirm:

    ? approximate age of house; ? that foil insulation has been installed in

    the roof;

    ? if foil installer mentioned any electrical

    problems ? if any electrical faults (eg lights flickering,

    tingles from taps) have been observed

    since the roof was insulated

    ? acceptance that supply will be

    disconnected during Inspection/Test

    Conduct a VISUAL CHECK:
