    LIMITED NOTICE INVITING TENDER No. KHEP/2010/118 dated 11.03.2010.

    Sealed single part tenders with minimum 60 (sixty) days’ validity are invited from reputed and experienced manufacturer for Design, Manufacture, Shop testing, Supply and Delivery of

    2(two) Nos. Oil Coolers (Tube Bundles) suitable for Turbine Guide Bearing of Hydro Turbine

    Generating Units # I & II of 4 x 50 MW Kopili Power Station of KHEP, NEEPCO Ltd. located

    at Umrongso, N.C. Hills District, Assam.

1. Technical Specifications:

    1.1 Materials Specifications:

    1.2. Tube sizes and dimensions of cooler assembly (tube bundle):- The bidder shall ensure that the offered oil coolers are interchangeable with the existing oil coolers. As such, before

    submission of bids, the bidder/bidders shall inspect the existing oil coolers and obtain the

    dimensions of the existing tubes and oil coolers (tube bundles), so that bidder can stipulate exact

    specification of the offered oil coolers in their bids.

    2. Scope:

    2.1. Inspection of existing oil coolers (tube bundles): Before submission of bids, the bidder/bidders shall inspect the existing oil coolers to obtain the tube sizes and dimensions of

    the existing oil coolers. The bidder may depute their authorized representative for inspection of

    the existing oil coolers at Kopili Power Station, KHEP, Umrongso, N.C.Hills, Assam on any

    working day w.e.f. 11.03.2010 to 04.04.2010.

2.2 Preparation of drawings and obtaining approval: Bidder shall prepare drawings of the

    offered coolers (tube bundles) maintaining the dimensions of existing tubes and oil coolers (tube

    bundles). The drawing shall be submitted to the tendering authority for approval.

    2.3. Manufacture of oil coolers (tube bundle) as per approved drawings: The oil coolers

    (tube bundles) shall be manufactured as per drawings approved by the Corporation.

    2.4 Shop Testing: Materials composition tests of the tubes utilized for the oil coolers shall be

    carried out by the bidder. Hydraulic pressure tests of oil coolers (tube bundles) shall be carried

    by the bidder as per relevant standard. All test reports shall be submitted to the tendering

    authority for approval. The Corporation may depute its authorized representative for inspection

    of oil coolers (tube bundles).

    2.5. Documents to be submitted along with dispatch documents:

    a) Materials test certificates.

    b) Hydraulic test certificate.

    c) Fitness guarantee certificate.

    d) Guarantee certificate.

Terms and Conditions:

    1. The bids should be submitted in Sealed Envelope superscripted with “Tender for

    Design, Manufacture, Shop testing, Supply and Delivery of TGB Oil Coolers

    against LNIT No. 118 dated 11.03.2010”.

    2. Price Basis: - The prices shall be quoted on F.O.R. Guwahati basis inclusive of all

    charges but exclusive of taxes & duties. The rate of taxes & duties should be separately

    and clearly indicated in the bid.

    3. Earnest Money Deposit (EMD):- Earnest Money @ 2.5% of the quoted value in the

    form of Demand Draft drawn in favour of NEEPCO Ltd payable at SBI, KHEPA Branch,

    Garampani, Umrongso (Code: 4812) should be submitted along with the bid.

    i) EMD of unsuccessful bidders will be return after finalization of bid.

    ii) If the bidder withdraws the bid while it is under consideration, his EMD shall be

    forfeited and will take other action as per norms of the Corporation.

    4. Payment Terms:

    Alternative I: 100% payment shall be released after receipt of materials in full and good

    condition at site against submission of Bank Guarantee for 10% of the contract value

    towards contract performance guarantee.

    Alternative II: (a) 90% payment inclusive of 100% taxes & duties and other charges shall

    be released after receipt of materials in full and good condition at site. (b) Balance 10%

    payment shall be released after expiry of guarantee/warrantee period.

    Bidder should indicate the alternative opted for payment.

    5. Delivery Period: Ex- works delivery should be completed within 1(one) month from the

    date of issue of confirm order.

    6. Guarantee Period: - The materials offered shall be guaranteed for a period of

    18(eighteen) months from the date of dispatch.

    7. Liquidated damage: In case delivery is delayed, Liquidated damage @ 0.5% per week

    delay subject to a maximum of 15% of the contract value shall be applicable.

    8. Rejection of defective materials: In case the materials supplied are found defective, the

    same shall be rejected and the supplier shall replace without any cost to the Corporation.

    9. The Corporation reserves the right to reject any or all bids without assigning any reason

    thereof and is not bound to accept the lowest bid.

    10. All the terms and conditions stipulated in the NIT are non deviable. Tenders not

    subscribing to all or any of the above may be summarily rejected.

    11. Sealed tenders with NIT number superscripted on the envelope should be submitted to

    the under mentioned either by hand with written authorization or registered post. The

    undersigned shall not be responsible for any postal delay.

    12. Last date and time for submission of bids: 1500 hrs. of 05.04.2010.

    13. Date and time for opening of techno-commercial bids: 1530 hrs. of 05.04.2010.

    14. No separate tender document/specification shall be issued.
